jets against the Democratic judges lies in
this : The constitutional objection against the
camp vote was first raised by Republicans,
in order to 6ecure the office of Sheriff of
Philadelphia to the Republican candidate
The rejection of the camp vote did secure
the office to the Republican candidate, Mr
Thompson and he holds it now.
Judge Allison, Judge Reed, Judge Strong,
all decided against the camp vote ; but the
abuse is all directed against the Democratic
candidates ; yet thev were the judges who in
the decision showed that no party feeling
could sway them from doing what they knew
to be their duty. For this the Democratic ;
party honors them, and nominates them to
high offices, of which they have proved wor- :
thy. Mr. Robert Ewing, who lost his case, :
is among their warmest supporters. If the
Republican politicians can make political ;
capital out of this matter, it will not be
uuiong honest men who want honest judges, j
In giving the decision of the Court agajnst :
the camp vote, Judge WOODWAKD was not j
forgetful of the honor due to uur gallant sold
iers. lie said:
" It is d9 to our citizen soldiery to add, howeveri
la respect to the cases of fraud that have been befo e
us. that no soldier was implicated. The frauds were
perpetrated in every instance by political spoculatiors, j
who prowled around the military camps, watching :
for opportunities to destroy true bnllots and substi- [
tute false ones, to forge and falsify returns, and to •
cheat citizen and soldier alike out of the fair and ;
equal election provided for by law. * * * * To !
voluntarily surrender tho comforts of home and j
friends, anl business, and to encounter the privations
of the camp and the perils of war, for the purpose of
vindicating tho Constitution and the laws of the
country is indeed, a signal sacrifice to make for th? j
public good ; but the men who make it the most j
cheerfully and from the highest motives would be !
the very last to insist on carrying with them tho ;
right of civil suffrage, especially when they see,
whit experience proves, that it cannot be exerciser :
amidst the tumults of war without being attended
by fraudulent practice-that endanger the very exist- '
ence of the right- Whilst such men fight for the
Constitution, they d > not expect judges to sap and
mine it by judicial construction " (Chcise vs Miller
5. Wrights Reports)
Nor was he found a later peiiod,
when the gallant Army of the Potomac, info
rior far in numbets, confronted the hosts of
our invaders on the soil of Pennsylvania.—
Whilst bungling mismanagement delayed
her own militia until New York and New
Jei6ey got the start of us, Judge Woodward,
with his two sons in the field, gave ail the
weight of his position and character to the
call t arms. He said :
" Thcro ought to lie such an instant uj rising of
youi-g men. in responso to this e i 11. as shall be suffi
cient to securo the public safety, and to teach the
world that no hostile foot con, with impunity, tread
the soil of Pennsylvania." (Philadelphia Inquirer,
June 30, 19G3.)
The Democratic party has been as much
belied to you as its candidates. But many
of \ou are Democrats, all of you have camp
ed and marched and fought side by side
with Democrats, in the survicj <>f the L'n
ion. You know whether they have been
true to it and to you. Some of the bet sol
diers of this war are Democrats, and for no
other reason have they incurred the hatred
of the faction whose test of merit is—devo
tion to Ihe negro ! In the State Legislature,
in the Federal Congress, your rights and in
terests were always maintained by represen
tatives of the Democracy of Pennsylvania.—
Of its principles we can in ike no sta'e
ment so authoritative as its platform. We
cite to you from the following resolutions :
t! Ilcsdtred, That the soldiers composing our ar
mies merit the warmest thanks of the nation. Their
country called, and nobly did they respond. Liv
ing, they snail know a nation's care ; and dying, they
shall live tn our memories, an 1 monuments shall bo
raised to teach posterity to honor tho patriots and
lieroes who offered their lives at their country's altar.
Their widows and orphans shall bo adopted by the
nation, to be watched over and cared for as objects
truly worthy a nation's guardianship.
" Resolved, That tho Democracy of Pennsylvan
ia ever has been true to 1113 cause of the Union. It
was in the name, and for the ->ake of (no Union, that
our party was made ; that we denounce the least Inti
mation that the Democratic party entertains now or
over has entertained, or ever can entertain, the
slightest sympathy with the present gigantic rebell
ion, or with traitors 'n arms against the Government,
or would ever consent to peace upon any terms in
volving a dismemberment ot the Union, as utterly
unjust ; and in prool of this, we point with exultation
to the lavish contributions to the war in blood and
treasure heretofore, and now being roaue by the
hundreds of thousands of Democratic citizens, who
were among the first to fly to the rescue of the I'uion
and peril their lives in its defence.''
CUARLESJ. DIDDLE, Chairman.
