The entle osughr and nolass' de of the city is now conducted oil the'le *where the pack ages are huddled tog r, obnstantly exposed to rain and sun. result of this exposure is g at loss to planter and merchant; dur in ainy w or it is almost° impssible to sell in co uece of the difbiulties incident to de ' ery; the insurance is high, and money c tot be raised by pledge of the lroperty Iile in this exposed ..eonditron.. Mr, Flletas proposes to the Conlmon Council to erect on the levee, at his own cost, fire-proof. sheds for the shelter of sugar alind molasses. T'hese sheds are to be cover&l with slate roof, divided into sections, with clear stories, enclosed with glass, lnd sulpported by iron columns actting on brick foundations enppedl with stone; they will, for the convellielce of free circulation of air, be open on all sides, and will also be floored with three-inch yellow pine plank, with close joints; the gable ends will be ornllamented with pedi iments crowned with cornices, and a large cir cular blind in each, presenting a handsome ap pearance. The sugar will be received on skids, lnumbecred so as to indicate by the numbers the location of each consignee's sugar. Under these sheds the weighers, guagers, brokers -and purchasers can at all times tranus act their bisiness, free from the annoyances or hindrances of. rain or heat. The sugar thus i,rotected will not run by seventy-flve per cent as much as it does now in its exposed contli tion, thus saving several dollars per hogshead. Molasses will be almost exeutpt from fetrmentta tion, which is now the ordinary result of the action of the sun. The facilities for handling and delivering sugar will be immensely i-: creased by the appliances which will be a hand to transfer a hogahead from any position to rail cars, by which it will be conveyed to the ends of the building ready for the dray. These sheds will cover the entire area fomin C'ustomllhouse to St. Louis streets, leaving snfli cielt space for the streets, the railroad, and the use of the public. No, onl will be compelled to put his sugar ultler the sheds; only those who usnee them will 1be required to pay lifty cents per hogshead and lifllnii cents per barrel for the first charge, and alfter that the trifling charge of lifteen Ienit., per ihugshecad t ;d five cents per barrel each time it chainges hands. iThe Ibuilliugs at the end of twenty-iv'e years a.re to revert to the cit'y it on,-haitlf teir aippraimsed valiue, utless tle pri i legeis extendell d lifteetn years longer, ut the ex piration of wvlhich time thlly lco-ie thle tabso lute prpllerty of tile corporation free of all cost-.
