On several occasions, pious members of the Clergy and Laity have manifested to us the wish that the devotion to our Lady of Lourdes should be established in our diocese in a public and F solemn manner ; and as this wish coincided sheo with the inclination of our own heart and our are fial love to that good and tender Mother, we m°" have determined to erect in the chapel of the PCt Blessed Virgin of our Metropolitan Church, a monument, which, in recalling as much as pos- E sible the Grotto of Lourdes, will transmit to hav those who will come after us an enduring mem orial of our tender devotion towards her, who said of herself: I am the Immaculate Conre.- rem tion. The Feast of the Immaculate Conception, I which is celebrated on the 8th of December, him being a feast of obligation for all the Catholics e l of the United States, and being moreover the patronal feast of the whole country, is na- I turally the most appropriate day for the inan- ax guration of the monument of our Lady of str Lourdes; it is the day we have selected for this ceremony; and by this solemn inaugura ionwe ilntend placing in swpecial manner the city and diocese of New Orleans under the powerful and maternal protection of the Im- D maculate Mother of God. Conformably to the words which she herself or uttered in her apparitions at the Grotto, we shall beseech her to restrain the arm of her Di- be vine Son, so justly raised against us; and to HR obtain for us that spirit of penance which alone can disarm the justice of the Lord ; and in or der that our prayers may be more favorably a, heard, weahall make to Him the sacrifice of re our extravagance, follies, vanities, and sensual inclinations, and immoderate love of pleasure, and of all other evil habits which have drawn upen us the chastisements of heaven, and pro- 1 pared for us, more than any other cause, the t3 ruin of our beloved country. "We will beg of her to watch over our Holy Mother, the Catholic Church, attacked by so many embittered enemies, and to cover with her protection the glorious Pontiff who, by the definition of the dogma of the Immaculate Conception has added so brilliant a flower to the diadem of the Queen of heaven and earth. We shall ask her to procure for the just the courage and firmness so necessary in theseevil C days to persevere unto the end, and to obtain a for the sinner the grace of conversion, as well as for our wandering brethren the happiness to return to the only true Church, out of which there is no salvation. As for us, we shall thank her from the bot tom of our heart for the striking Catholic pro gress, which manifests itself more and more in our Diocese, and which we mainly attribute to her powerful intercession; we shall beg of her to keep it up, and develop it more and more; for it is our sweetest consolation in the midst of the trials and pains, which it has pleased Almighty God to send us. But at the same time we shall beg of her, to have pity on on our dear Louisiana, now so severely tried, and to avert all those evils by which we see her so miserably oppressed, and against which all human efforts seem to be entirely peweyless; we shall beg of her to restore to us our ancient prosperity, promising her at the same time, to make a better use of it, than we have in the past. You see, Beloved Brethren, that it is oar dearest interest to unite our prayers on this sol emn occasion, and being prostrated at the feet of that Mother of Mercy, to send forth to her our most earnest supplications, that we may move her, and obtain from her that she may look upon us with eyes of compassion, filling our souls with hope and life. Alas, among those we are now addressing, more than one will likely refuse to listen to our voice, or take notice of our appeal; nay more, several will perhaps answer us only by their impionus sneers and injurious blasphemies. We shall pray for them particularly, Dear Brethren; we shall ask for them, through the intercession of Mary, those powerful graces which open the eyes the moseet obstinately closed against light, those graces that soften the hardest hearts, ad incline wills to good, in order that we may all, after celebrating the praise of the Immaculate Virgin on earth, de serve to contemplate and praise her in heaven, with her blessed Son, to whom belongs all glory forever and ever. We, therefore, after invoking the holy name of God, have ordained, and do ordain as fol lows: 1.-The inauguration of the Monument erected in our Metropolitan Church in honor of our Lady of Lourdes will take place on Monday, the 8th of December, which is the Feast of the Immaculate Conception, in the afternoon, at an hour tobe hereafter designat ed. 2.-It is our desire that all the clergymen, who will be able, should attend this ceremony. 2.-In all the Churches and Chapels of the Diocese, there will be on that day benediction of the Blessaed 8acrament, followed by the singlng of the To Des. 4.--A TtRnum of Praysrs and publio in bs0teuse wil tleh plas* la ear MatStpilita Church during the three days which will pre cede the inauguration. 5.-We grant an indulgence of forty days to all the faithful who, visiting the Chapel of our Lady of Lourdes, !will recite three Hall Marys to honor the mystery of the Immaculate Con. eeption. They can gain this indulgence as many times each day as they visit the Chapel during the Tridnum, the day of the Feast, and its octave. After the octave, they can gain it only once aday. 6.-It is our intention to establish in our Metropolitan Church a Confraternity of our Lady of Lourdes, which will be afiliated to the Arch-Contraternity of Lourdes; the per sons who may wish to become members of it may from this time give their names to the Rev. Vicars of the Cathedral. This, our Pastoral Letter, wll be read in each eburch, at the parochia Mass, on the Sunday immediately following its reception.
