On his approaching the college the bells ware rang, and on his arrival, the brass band .diseoursed the ohoicest airs of Professor Stalse's selection. The students were arranged in front of the : eollege building, in two rankse-facing each other at a distance of ten paces. The Bish op's carriage halted between those ranks. A hundred and thirty reverential salutes were Instantly extended-the Bishop gently rc sponding. The Bishop and many of the Rev. Clergy 5 of Mobile dined with the Fathers of the Col- - legs. After dinner the Bishop and all the Fathers present, together with all the stu dents of the College, assembled in the exhibi tion ball to hear some fine music and exchange sentiments. On this occasion Master A. Trotat, a distin gnished student of the college and a native of your city, in very feeling words expressed his own, and the sympathy of his fellow students, with the Bishop in his affliction. The Bishop made a brief reply, stating hew the accident i occurred and closing with sound advice to all. o To-day has been observed at the College C with grand ceremonies, it being the Patronage B of St. Joseph. Tn. CIVIL RIGHTS BILL.-In the discussion of this bill last week in the United States .Senate, Senator Norwood, of Georgia, made a telling speech, it being his first set speech in that body. His exordium was as follows: When the morning stars first sang together, it would have been worth some dollars if the 8: Republican party had been present. It would Clu never have consented to the creation of man nol unless all should be equal, and upon the same o'e, footing. Nine years ago four millions of slaves were sot free, and the next year they were in vested with civil rights ; the third year they G were given the ballot, and the fourth year m made the rulers of men. Within that brief space of time the negroes were made profes- ASS sors of Republican doctrines and set up as rulers. History furnishes no such parallel. Ass Of the six hundred thousand Israelites who stre went out from Egypt, but two were found B: competent to be rulers in forty years, though they were instructed by signs from the Great W Creator of the Universe. The Republican - party had made six hundred thousand rulerse ST in forty minutes, without any assistance.
