The Olil Established N’ewse-per and Its So-Called “Historical Facts.” 11l the last week's edition of the Wauwatosa Independent under start ling headlines- the famous historical writer of that venerable paper has onee more made a record and imagined history. The article, headlines and all is as follows: HISTORICAL FACTS. Wauwatosa Incorporated as a City Without Special Elec tion or Vote of Citizens. BY OECISION OF VILLAGE BOARD. Amended Ordinance for Issuance of Waterworks Bonds for $40,000 Passed ami Bonds Negotiated vVithout Special Klection in 18117. The ;tmended Lill incorporation of villages passed the Wisconsin Senate April 1(5, 1807. Perry* city attorney, went to Madison to present the. “necessary U papers” to secre tary of state, declaring Wauwatosa a ci-y, directly after the election of Wauwatosa’s first city officials, May 25, IMR7; the election was held from (5 a. in. to 5 p. in. The city of Wauwatosa common council held its first meeting June 1, \iW7. The amended ordinance for issuance of waterworks ponds amounting to >MO,UUO “passed” in the council July 20, I HUT. and no special election was held to ratify tin action, aliqongli Wauwatosa vvjwis a fourth-class city " hen the ordinance passed. The money was secured without a vote of the people. We present herewith a few facts also, and we recommend them to the careful consideration of our contemporary, who can verify some of them from the files of tiie Wauwatosa Independent, published at a time within so recent a period that the oldest inhabitant as well as some of the younger ones will still remember them. If the necessary files of the Indepen dent (now in its sixth year) have not been deemed worthy of preservation, and are consequently not available for the purposes of verification the records of the city and village of Wauwatosa still exist, and the files contain sworn vouchers upon which moneys were paid out to the newspaper proprietors, but we have no doubt of the existence in our contempory's cilice of several files of its valuable historical organ—-we j don’t believe subscribers exhausted i every issue. The village hoard of Wauwatosa on September 17th, 1 sUS. passed a resolu tion declaring the purpose of the board to raise the sum of 810,000 —hy issuing corporate bonds the money to be used iu erecting and construct ing a system of waterworks in and for the village. The resolution entered into details as t<> amount, interest and time of pay ment of bonds, and thereafter a special election was called by the village clerk as directed hy the village hoard and as provided hy law. and we believe the notice was published for three full weeks prior to the election in the Wau watosa 1 [(dependent I now in its sixth year); thereafter the village of ''Wau watosa paid for the publication of the notice upon presentation and allowance of the sworn hill of the proprietor of that paper. The special election was held pur suant to call so published on October 15, lStls, and the purpose of the village hoard was ratified at the said special election hy a majority of ail votes east at the same. We almost incline to the belief that the Wauwatosa Independent will in time become as reliable a historian as a certain Hugh l’eters onee become, possibly one hundred and fifty years from now its historical articles will be as amusing as Hugh Peters' efforts be came when they were one hundred and fifty years of age. We have in our possession a copy of a transcript of waterworks affairs. We will cheerful ly furnish tiie Independent with the same upon application.
