To make possible non-nrtisan elec tions of Judicial und educational offi cers. Status of the Various Issues. Suffrage has already been once sub mitted and tho people voted upon It Nov. It will go before them again in April. The Initiative, referendum and recall will in all likelihood be piesented In April in three separate amendments. The firemen's pension bill has al ready ped and will be -submitted In April. The teachers' and mothers' pension bills must be attended by a constitutional amendment before they an bo made effective and they may 10 ready In time for submission in April. A proposition for on Income tax has I eon put up nn this, together with n rossibl- general revision of taxation matters, may result in one or more ther amendments for the people to vole upon. To abolish the land commissioner's o til ce requires no amendment, since the constitution provides that this of fice may be abolished by statute. Hut if tho creation of the department of agriculture, as proposed by Senator Powell is to go through, an amend ment will be. necessary. Statewide prohibition Is almost cer tain to bo submitted. Used Cuticura Soap and Ointment and Face Was Cleared. Atchison, Kan. " For a number of yeara I suffered very greatly from skin eruption. My face was very red and Irritated, being almost covered with pimples and black headi. The pimples wero scattered over my face. They were a fine raah with the exception of a fow largo pimples on my forehead and chin. My face burned and looked red if exposed to either heat or cold. It was not only un sightly but very uncomfortablo. I tried isjveral remedies but couldn't gut any relief. I was recommended to use Cuticura Soap and Cuticura Ointment. I applied the Cuti cura Ointment In the evening, leaving It for about five minutes, then washing It off with Cuticura Soap and hot water. I washed with the Cuticura Soap and hot water also several times during the day. After about four months of this application, my face was cleared of tho pimples. I still use the Cuticura Soap. I will be glad to recommend the Cuticura Remedies to anyone suffering from skin dljcascs." (Signed) Miss EUla Klulaon, Dec. 29, 1011. In order that students attending In stitutions may not be. deprived of their franchise, an amendment will bo necessary In their case, and Sena a tor Verdler has already Introduced the m-cesiiary concurrent resolution. At present the constitution provides that soldiers who are citizens of the state may not be deprived of the pri vilege and the legislature shall provide means by which they may vote. This panic provision must be extended to the students, on1 the travelingmen want a similar privilege. If the short Nil lot Idea goes through, find S'-nator Odell, who Introduced the bill, thinks he has the votes to curry it, an amendment to the constitution will be necessary. The constitution now provides for the election of the secretary of state, state treasurer, au ditor gtnerul. attorney general, etc. These would all be appointed If the Odell bill should go through and the ballot would be materially shortened as a result , Again Representative Montieth has in the house a. bill providing for the non-p.irtl.san election of the judicial t'nd educational officers now elected in the spring, This will entail still an other constitutional amendment, If It rassos, and It Is confidently expected it will. ' " - Initiative, Referendum, Recall. That tho initlatve, referendum and recall will be submitted Is absolutely certain. Just what form tho bills will take U another question. Tho ultra radical folks want the bills to be clear open-and-shut propositions, with no restrictions whatever. Others want to safeguard tho measures as It has been done In Oregon.
