One of the restrictions imposed by law upon the newspapers of this state in the libel law, the severity of which is a constant menance to publishers and a great disadvant age in the co-operation of the press with peace officers in the appreh ending of persons suspicioned of crime where the evidence does not support a direct arrest. City Marshal Waller at the Tues day session of thi Chiefs of Police and City Marshals convention dis cussed this subject to some length and read a paper in which he plainly pointed out the disadvantages of the present existing law noting changes that could be made by the legislature which would great ly improve sections of the law as it now stands. In concurring with Mr. Waller the convention adopted the following resolution: Resolved, That it is the sense of this convention that the libel law of this state should be so amended as to permit, as privileged matter, the publication by newspapers of the arrest and description of suspi cious persons made by peace of ficers throughout the state, where there is good reasons to believe that such persons are wanted else where for the commission of crime and the publications of the arrest and description of persons upon cnarges or eitner misdemeanors or felonies where there is good rea soe to believe that such persons are wanted elsewhere for the com mission of crime. And we hereby recommend that the next legisla ture so amend the libel law as to permit the publication of such ar rests and description as privileged matter. At the Skating: Rink. At the skating rink Wednesday evening two races and a contest for the most graceful couple on skates were attractions. The first race was between Howard Rix and Addie Cochran in which the latter won by half a lap. Fred De Witt, Dick Harrell and Ervin Kirk man were contestants in the second race, DeWitt winning with Harrell second and Kirkman out of the race. Mr. Kirkman had unusually hard luck falling a number of times and in one or two he received hard jolts. Seven couples took the floor in the contest for the most graceful couple. The judges were undecided between W. A. Smith and Mrs. Graham and Mr. Olsen and Mrs. Hollander and called for a five minutes session with these couples only. Mr. Olson and Mrs. Hollander were awarded the decis ion on a two to one vote by the judges. Bllliousness and Constipation. Since Judge Ira Webster impan eled the grand jury for this term of the district court that body has been busy looking into the existing evils and investigating thecriminal status of the town and county. The grand jury examined 129 witnesses the first thirteen days, and their report to Judge Webster shows that their work has not been in vain. The following report signed by the fore man, R. B. Newcome.has been sub mitted to Judge Webster: We have been in session thirteen days since impaneled, during which time we have used our best efforts of inquiry into all violations of the law, which investigations brought before us 129 witnesses, upon whose evidence we have found and turned into court bills of indict ment, 4; felonies, 17; misdemean ors, 15. We have in a body inspected the condition of the county property, especially the jail: the prisoners were cared for in a good, substan tial manner, and the sanitary con ditions thereof is in good order. We append hereto a report of our finance committee. There appearing to be no reason for our services further we respect fully ask to adjourn sine die.
