WAMUlUTO MSTTERi Wahhinoton, D.C.,) May 29, 79. f Within the las4 few days thorohai been shown a disposition on the part of many democrats, especially among Southern men, to go on with general legislation. I do not think they will Huceed, for their party friends of tho North are generally opponed to suoh a oourse. Yesterday, in the House, several Southern Democrats in the course of debato upon Mr- Wood's resolution to adjourn on June 10th, took occossion to say that they would never vote to adjourn until supplies wcro voted to the Govenment. This is in accordance with the almost uni versal southern nentimont in Congress Southern Koprcstntativos see plainly that the acknowledged isssue between (ho parties whether or not tho Fed Government shall unecessarily and un constitutionally interfere in oleotions in the States will be all tho more likely to be decided in favor of the Democratic party if that party keeps jtseU Btriotly in the line of wholesome mHtoiii. To refuse appropriations un loss there is immediate danger to the Government in granting them would bo a doparturo from suoh practice, and would subjeot tho party to injurious criticism from numberless people who wish to act with it. Thore is, happily, uo danger of such refusal. Mr. Hayes can send in his long prepared veto measago of the .Legislative bill as soon as he pleases, and tho peoplo will be left to decide whethor or not they will sustain him in his course nnd in his vetoes of the army bill nnd the Ladd bill. Tho Democrats cannot want a better issuo before the people than that. Tho veto, by the way, is expected to day. Mr. Warnor and tho friends of his coinngo bill, do not liko to accept the inevitable. Tho bill, so mutilated that it would not bo rcoognizod, passed tho Honse, but it deeps in a committee room of tho Senate, and the committee is unfavorable to it in its present or its original farm. Mr. Warner and hi party associates are fearfully in earnest in tho matter, and 1 believe thore is n fair majority in the House for the bill as first presented ; but through lack of good management and becauso of dissensions among them selves on minor propositions embraced in it, they failed to carry it through as thy wished. The chances now are rery prest that the bill will never reach Hr. Hayes to bo vetoed. Tho House yesterday passed with out amendment the Senate "contagious tifa?ea" bill. Senator A'oorhces yesterday killed I.o bill which proposed to reculato lie transportation of cattle. Whst ver good there may have been in the II, there is no doubt thera was t big bin it for parties here. Pem.
