This statement if generally referred to as "Mnttu's insult ing note." It boars ditto of Dec. 11, ana is as follows: "Being acquainted with tlto report of tho navy department and the message of the president of the United States 1 deem it proper to toll you tliat the infor mation upon which tho said report and messngo is founded is erroneous and de liberately untrue. Concerning the refu gees, they havo never been threatened or treated with cruelty, nor has there been any intention to tako them out ol tho legation or ask that they be deliv ered. Never has the house or person 01 tho plenipotentiary, knowing the calcu lated indiscretions and provocations, re ceived any courage, as is proved by the eleven letters of September, Octobot and November. Concerning tho sailors of tho Baltimore, thero is also no accu racy or straightforwardness in what is said in Washington. Tho affair occurred in tho disreputable quarters of tho city, the 'Main Top' of Valparaiso, among persons who aro not models of discre tion. When tho police and other forces intervened and quelled the disturbance thero were some hundreds of people present, and the riot was in progress ten blocks or more from the place where it commenced. "Mr. Egan sent a letter on Oct. 20, aggressive in design and violent in lan guage, as is seen by tho story of the re ply sent on Oct. 27. Tito investigation was commenced on Oct. 18, but it has been delayed on account of the non-appearance before the court of the sailur ol tho Baltimore and on account of the unduo pretensions and refusals of Mr. Egan. Never on tho part of this de partment has thero heen tolerated or in itiated any provocation. It has main tained itself always in a irosition which, if it has been one of firmness and pru dence, it has not been one of aggression nor will it bo ono of humility, no mattci what may have been divulged in Wash ington by thoso iiersons who may have been interested in giving a different ap pearance to his conduct or who may have been deceived by erroneous impres sions. The telegrams, notes and letters sent to you contain tho truth, the whole truth in everything concerned in these affairs. It is the ill-feeling and the lan guage connected with them that did not originate in this department. Mr. Tracy and Mr. Harrison had been led into error resjiecting ourselves, ourpeoplo and our government. The instruction enjoining impartiality and friendship lias not been observed eithei in tho present or in tho past. If official charges have not been made against the minister and tho naval officers, it is be cause tho facts, public and notorious as they aro in Chile and tho United States, are that our confidential agents have been unable to call attention to them, though tho subjects of the charges have been well founded. The request of Iial maceda, the concessions made in June and July, and everything concerning the Itata, the San Francisco in Quintero and the Calve companies are proof of this. "It is deliberately untrue that tha American sailors were attacked in dif ferent localities at tho samo time. The investigation not being finished, it is not known yet who are the guilty persona or what is their number. You will con sider the letter of Nov. il replying to Minister Eagan in which tho informa tion in his poession was requested and which ho was not willing to give, know ing the fact that he had said that ho had proof as to who wero the murderers and other guilty persons in the affair of Oct. 10. That letter and all tho recent let ters will be published hero. You ought to translate and publish the same thero (in Washington). Endeavor in the mean time not to give any credit to anything which may bo contrary to these state ments, being sure of their correctness as wo are hero of tho right, tho honor and final triumph of Chile, knowing the in trigues which go at present from so low a.sourco and tho threats which come from so high an authority.
