J Tho follewing proamblo and resolu tions were passed by tho Buffalo meet ing called April 5 to protest against tho snap convention held in Albany Feb rurary 22, which endorsed Hill as New York's candidate for tho Demo cratic nomination for president: We, Democrats of tho county of Erie, in mass meeting assembled, reaffirm our loyalty to Democratic principles and to the Domocratic party. Representing the great Demo cratic majority which has been dis franchised through the unscrupulous acts of a low unprincipled politicians, we meet here to givo public express ion to our determination that the will of the majority in the party shall henoeforth be regarded. Of the 20, 000 men who voted the Democratic ticket in Erie county, last November, les than one thougand were represent ed by tho delegates to tho Albany Snap oonventioo. Less than ono thousand, all told, attended the ono hundred and forty-two primaries whioh elected the Erie dolegates to that convention, and less than two hundred at tended, excluding those holding office or promise of office under the state administration, and excluding rela tives of men holding such an office or suoh a promise. Wo publicly refused to attend, because wo bad within four months twice attended like primaries only to find that our dolegates elected by moro than ten to ono wcro cast aside by a self-constituted and reok less party manager. Roports from all parts of the state prove that the same vicious practices which obtained here were obtained in every other county in the state. As a result, a paokod mid-winter convention was hold whioh represent ed not the party, but a more faction in tho party, temporarily in control of its maohinory. These proceedings on tailed upon us disaster aftor dis aster in county after county, city aftor city and towu after town during the recent spring elections. The inevi table result will bo that unless a remely be found, and found speedily, a great body of Democrats throughout tho state will bo drivon from tho party, or at the best, made lukewarm, in stead of enthusiastic supporters of its candidates. Wo believe that if the chief partici pant in and promoter of thoso methods whioh we condem, wore today before the peoplo of this state for their suf frages, ho would bo buried undor an advorso majority of two hundred thousand. At tho same time, wo be lieve that any other man, not sus pected of being under his control, and fairly nominated upon a Democratic platform, can carry the stato by more than twenty-fivo thousand. We believe that the proper way to correct party abuses is by action with in the party; and as one step to that end, the Democratic electors of tho state have been asked to assemblo in primaries fairly called and fairly man aged, and select delegates to a fair convention, with full confidence that the national convention will take such action as wisdom and sound policy shall diotate In view of these premises, it is VJka'VL-r-air Resolved, That as Democrats hav ing a profound interest in the main tenance and success of the principles of our party, we feel compelled by a sense of duty to condemn in emphatic terms the political mcuioas wnicn nave resulted in foisting upon tho Democratic party of this state a so-called delegation to tho national convention, whioh, in stead of fairly representing, in faot actually misrepresents tho great oouy of tho party in the stato. Rosolvcd, That we ratify tho call for the convention to be hold at Syra cuse on tho 31st day of May, and wo authorize the dolegates thore chosen to rcproscnt us at tho national 0011 vention. Resolved, That we disclaim and ro pudiato in connection with the niovo meat in favor of tho Syracuso con vention any intention or desiro to dis rupt or in any wise injuro the Domo oratio party; but, on the contrary, wo insist that our participation in suoh tuovemont is based upin tho most earnest desiro to preserve its integrity and onsure its success in tho coming national contest, and upon tho justi fiable and warranted belief that suoh will bo the result. Resolved, That whatever may havo been tho estimation in which Senator Hill has been hold in tho past by tho Demoorats of this state, it is now evident that tho course ho has pursued with roforen.e to the vital issues of tariff reform and hon est money; his unscrupulous political methods in this stato since last No vember; his unseomly and disgraceful efforts to obtain tho presidential nom ination, and his continued and con temptuous negloot of senatorial duty, havo estranged from his support nine tenths of the Democratio voters in tho state, and his nomination, or tho nom ination of any man supposed to be subjeot to his influence or control, would result in tho overwhelming defeat of the national tioket in the state.
