An Ordinance to Amend Artiolo 5S4
of the Digest of City Ordinances of

of the oity of Waoo:
Section 1. That artiole 584 of tho
Digest of the city ordinances of tho
city of Waco shall be so amended as
to read as follows: Whoever in this
oity shall on Sunday sell, offer for salo,
give away, or in any other manner dis
pose of any spirituous, vinous, or other
intoxicating liquors, or shall keop open
the doors of any barroom, saloon, or
other house or place where any such
liquors are kept or sold, or shall play at
any gamo of billiards, pool, bagatelle,
jenny lind, pigeon hole, baso ball or
any other game oi chance, at whioh
anything of value is lost or won, or
shall be ongaged in running any horse
raoe, or shall engage in match shoot
ing, or shall discharge any firo arms
at or in any gun shop or shooting gal.

procession, or otherwise, with musio,

places, or shall play on any musical
instrument in any publio place so as
to disturb tho peaco and quiet of
others, shall bo deemed guilty of a

musio shall not apply to funeral pro
cessions nor to cases whero the mayor
shall have given written permission.

after its passage.

Note The foregoing ordinance,
not having been signed by the mayor
nor returned to the council with his
objections thereto within three days
after its passage, thereupon becamo a
law without his signature.

Tho manner in whioh impuro air
injuriously affoots tho system is not
understood by all, though susooptiblo
of the simplest explanation. Now in
common with all other warm blooded
animals, require that tho blood in his
system should be continually exposed
to fresh currants of pure air. So con
stantly are tho lungs required to labor
in the fulfillment of their funotion,
that thoir oessation even for a few
minutes, would result in asphyxia or
death. By one aqtion of respiration,
that tof inspiration air is oarricd into
the lungs; by anothor that of expira
tion impuro air is oarricd out of tho
system. To illustrate,thorefore, tho
pernicious influences of tho vory
prevaleut evil of small or crowded
apartments and inadeqaato vontila
tion, it may hero bo stated that tho
average respiration of a pint of air
occurs about eighteen times in a
minut, equaling a little over
21 cubio foet per hour, or nearly 520
oubio foet in twenty-four hours. An
apaitmont 14 feet long, 13 lcet wide
and 8J feet high, which aro large
proportions in ordinary dwollings,
would therefore, not contain air
enough to supply three persons dur
ing 24 hours for tho purposo of
breathing, without making any allow
ance for tho influenco of tho insensi
bio perspiration in doteriorating tho
oonfined atmosphere, or for tho faot
that tho carbonio aoid gas that it con
tains renders tho air exhaled from
tho lungs heavier than the pure atmos
phere; it must hence bo nianifost to
every one, that, even where pure day
air prevails, oopius ventilation is al-
wajs essential; and that, in winter,
when the combustion of the fuel that
warms us in cooporating with our own
vital organs in impoverishing tho air
of its oxygen, and when the desire for
tho warmth within our dwellings
tempts ns to excludo tho atmosphere
our danger is always greatest,

is obvious that tho preservation of tho
habitations of the human family from
noxious and impure air is oce of tho
first duties each person owes to him
self and to his neighbors. Tho ro
moval of everything offensive from the
habitation of its proximity, is demand
ed by every consideration of health,
comfort, dtcenoy, and true economy,
notwithstanding tho apparent apathy
of tho world to this truth.

one could drink with impunity. In
