M uuers of the administration are not saving 3 word or giving any ind.ua'.ion s to whether they were (surprised or otherwise by the Hawaiian nes, and tho clorks in the department of state havo all been put under oath not to reveal 11 word concarning the communication received by secretary Uresuaui from Minister Willis. The- U3vy dopartmenl received a louj dispatch from Admiral Irwin, but its nature cau onlj be surmised, as it had not been made public, although it would make "mighty interesting" reading at this time. Public opinion here is very much divided on the present status of the Hawaiian business, some bolioving that the news proves that it has never been tho intention of tho ad min'ptration to uso forco in restor ing the queen, and o:hers that Minister Willis found upon his ar rival at Honolulu that it would be impossible to carry out his instruc tions for the restoration of the queen without bloodshed, and bo reported to Secretary Gresham. Some Inheve that tho administra tion will at onco make public tho report of Mr. Blount and its in structions to Minister Willis, and others that nothing will be made public until congress meets, unless some important change shall take place in llwaii. Few people now believe the restoration of the mon archy probable, although many think there may be some sort of change in the government of Hawaii. The nature of the tariff bill which will, it is generally expected, be made public this week, or next at the outside, is so far largely a matter of conjecture. Chairman Wilson S3ys it will probably sur prise a great many people, but he dies not S3y whether it vill be be cause it is more radical, or moro conservative than those who aro to be surprised expect it to be. Your correspondent has excellent reasons for believing that the bill will bo luth surprising and disappointing to the extremists on all sides. That is to say, it will surprise and disap point the extreme protectionists bo cause it will not wipe out protection as thoy have expected and hoped it would do and thus give them a powerful argument for campaign news; it will surprise and disappoint the free traders bjcause it will con tain moro protection than they either expected or wished it to con tain. Representative Bryan, of Nebraska, is generally recognized as being one of the leading out-right free-traders on the ways and means committee, and when ho was pressed to give some idea of tho general character of the bill, he said in a disgusted sort of tone, "All I am at liberty to say is that tho bill will bo an approach to a tariff for revenue only." There is a volume of meaning in that word "ap proach." Up to three or four days ago it was regaided as certain that the r,'-,v tariff bill would innoso an in como tax,and even now it is thought to be probable that it will, but the spirited opposition of Representa tive .Bourke Coekran, who is said to represent a strong Democratic element in tho east, has had some effect upon tho members of the committee and thoro in a doubt as to how some of them who have heretofore favored the income tar idea will vote when it comes to de ciding whether the bill shall impose ono or not. Coekran says au im come tax will make New York city as strongly Republican as it ia now Democratic, but Mr. Coekran has made other political predictions, notably one at the Chicago conven tion last year, that were a long ways from coming true.
