A dispatch from Lisbon says: A great sensa tion has been caused in government and other circlvs hero by the report that the Portuguese miuislor, Cotnte do Pasco d'Argos, is detained by force at Rio do Janeiro. Tho Portuguese minister was recently called to Portgual and was to havo arrived hero on Monday. Passengers on a steamer which has reached this port coniirm the rumor that tho minister is detained, and a state ment to this effect is taid to havo been forwarded by the minister's brother to the Portuguese govern ment. Nows of his detention is ako said to havo been telegraphed by pasongiis to the minister's rela tives in ihis city. Tho messago forwarded by the Puitugueso minis" ter is said to rend as follows: "Inform tho Mets'ics company that I am unable to embark, owing to force. Am forcibly detained. Signed Pasco o'Ancios " Tho Portuguese govornmmt is said to be investigating tho affair and to havo acknd the representatives of foreign powoi at Rio dt Janeiro to act for Portugal in this matter.
