IS . X The Weekly Banner. BY RANKIN fc LEVIN. Thursday, January M. 1886. There will bo no Democratic op position to the administration, or to tboprosidont personally. The crazo at Paris for J apancse art has subsided and dealers have largo stocks loft on their hands. The peoplo of Sealy are looking forward to tho extension of the 7est Texas 'Narrow Gaugo rail way. 'Sesator Stanford, of California, says silver monoy is the peoplo's money, and paper monoytbobank- cr's monoy, Toe presidential succession bill still hangs firoj a wido diversity of ,opinion on tho subject remains to bo barmomzod. Tns Pacific Express company has adjustod its differences with tho Toxas and St. Louis railway and has reopened its offices along tho line. Quite a number of presidential postmasters were confirmed Tues day, but in tho list thero is only ono for Toxas, viz: Thomas R. Coko, of Victoria. i The young men who wero born daring tho last year of the war bo como of agoto votothisyoar. Bat vory few of them have any par ticular veneration for tho bloody .shirt. The secretary of tho interior has bad tho tract of land known as Nolan grant, No. 39, in New Mex ico, returned to Ujopublio domain ; this throws open to Ulemcnt 576,000 acres of land. At Sacramento on the 12th inst. all tho Chinamen employed in a flour mill, a woolen mill, and American laundry were dis' charged. Thrco hundred wbito mon havo been employed in their places. The Houston Age wishes those follows in tho North country who havo moro silver dollars than tbey want, would send tho surplus to tho Age office. "It wishes wero horses beggars would ride," says an old proverb. . -The season for fires ia now at its height. On Tuesday Kyle had a $10,000 blaze, the Nance grain do- pot; Collinsville had an $8000 fire destroying stores and dwellings. At San Antonio, Eisner & Schmitt, dry goods, and Pitt & Mock, gro cers, were burnt out; loss abont 840,000. i Mb. Bland, of Missouri, after Mr. Reagan had finished his speech on the silver queston said ho had no doubt that tho committee on coinage, weights and measures, would report somo measure on the stiver question at an early day. and, if necessary givo wooks for discussion. FokT Worth is now thebost ad vertised city in Texas. It has al ways been the policy of tho lead in? and representative business men' of Fort Worth to liberally sus tain the newspapers of the city. Tho Houston Post says the even ing paper in Fort Worth receives S800 to 881,200 a year from each of j the livo firnjs there; the result is tho best evening paper in the state. No city ever lost anything by the policy adopted by Fort Worth. Judge Reagan made a strong and exhaustive speech in favor of tho continuation of silver coinage, on Tuesday. Ho contends that silver has not depreciated, but that gold has appreciated in value. Silver is now hoarded in the treasury be causo it is not paid out as it should be. Mr.-Ecagan favors tho pay ment of tho national debt as fast as possible and tho abolition of the national bank notes. i The Texas Greonback conven tion, which was so extensively ad- , iwtised a few weekg ago, to take place at Waco on the 11th inst., proved to be a perfect fiasco. Dr. J. D.iiankin and two others com prised the entire convention. No quorum being present tho meeting was adjourned indefinitely. Dr. Ran kin still has faith in the causo. Tho idea seems to be that the rights of labor cannot hope for re lief from cither of the great politi cal parties, as both are favorable to capital and .monopoly. The Galveston Tribune of Satur day devotes over a column to a de tailed account of tho freezing of tho bay: ''Northeast, throe miles away to quarantino station, due north to Bolivar point, five miles off, and northwest to Half Moon light, twclvo miles distant, as far as tho eye could reach, was a solid sheet of ice, presenting tho uneven Burfaco of cresting waves, which frozo ..as thoy rose and fell." If any person doubts that tho bay was Jrozcn over tho above ought to satisfy them. m m fc The 13 el ton Journal constructs tho following ticket for tho Prohi-! county ought to come to Brcnbaui, HOUSE COMMITTEES. Tho Galveston Nows says of tho House Committees: Speaker Car lisle has acted with his accustom. ed discretion in making bis ap pointments. The ways and means committee is especially strong All tho Democrats on tho commit tee arc tariff reformers and all tho Republicans aro protectionists. It comprises tho leaders of both sides of tho Houso, Morrison is chairman and Mills, of Toxas, is second. Mr. Randall is at tho head of tho appro priation committee, but since the adoption of the nowrules its pccul lar power is gone. Tho Nows does sot like Randall and is evidently pleased becauso ho is placed in a minor position. Mr. Belrao t was placed at the head of tho foreign affairs committee Toxas is pretty well provided for in the orgoniza- tion. Roacan is tho head of tho eommerco committee, Wollborn has his old place at tho head of the Indian affairs, and Throckmorton is chairman of the important com mittee on Pacific railroads. Mills is second on ways and means which is equal to a chairmanship. Lan ham Is second on coinago weights and measures, Crain is on foreign affairs, Sayers on naval affairs, Stewart on rivers and harbors, and tho other members of tbo delega tion aro equally well provided for. If theHouso is not a working body it will not bo tho spoakcr's fault. Now that tho Houso is completely organized tho activo work of the session will commence Tho silver and the tariff questions aro tho leading issues. i ' CRIMINAL JUSTICE. Hcrrin, the man who without any provocation whatever mur dered Dr. Barradall in a drug store at Fort Worth, after several con .nnces and a change of vonuo to Johnson conC; 9 ,at0'y tric(1 at Cleburne and given ten Jears ln tho pejiitentiary. When tho mur der was committed Hcrrin was drunk and armed with a six-shoot er. His plea was insanity and judging from tho lightness of his sentenco this plea must havo had great weight with the jury. If ho was insane he should bavo been sent to the lunatic asylum for life, or if ho was not insane be ought to havo been hung. Tho plea of insanity has been used so often as to bo brought into contempt and is commonly spokes ot as tho "in sanity dodge," and tho word "dodgo" as nsod in this connection is very significant. It is usual to blamo the law for tho non-punishment of criminals, especially mur derers. Upon closo investigation it will bo found that tho law itself is not near so murh to biamo as are the average juries empaneled in criminal cases. With tho ex ception of tho caso with which con tinuances and changes of venue aro obtained thero is littlo wrong with tho law. It was popularly sup posed that tho law passed by the last legislature would put a stop to tho continuances granted from term to term, until tho witnesses were all dead or had moved away, but up to this timo ifthoro has been any improvement in this res pect it has not been made apparont. In the matter of an improvement in the "regulation" jury, it is not possible to determino at this timo whether or not thoro has been any improvement. Skillful criminal lawyers seem fully equal to the task of circumvonting tbo laws as fast as tho legislature passes them. It is to all appearances much easier to pick flaws in tho law, than it is to enforce it. The sym pathy of tho public and of tho ju ries is too much in favor of tbo living man, whilo there is none for tho murdered man, bis family or friends. It is true that sympathy does a dead man no good, but tbo manner of his "deadening," if tho word is admissablo, should have its weight with the jury. The ob ject of tbo law is to punish the wrong-doer and to deter othors from doing wrong. All laws to be efficacious should be prompt and certain in their action. For too many men aro restrained from wrong-doing by foar of tho law and not by any moral sense.
