was received a few days ago but t
have been so busy since its receipt
that I could not reply and thank
you for it before today
I havo received several letters
from different pwts of tho ktate
somewhat in the same lino as yours
and I feel very much gratified to
know that Hub subject the grand
and petit jury system is receiving
thought and attention from think
ing and observing men Now that
tho subject has been brought to
the attention of tho public I hopo
that you and others who favor tho
views I havo advocated will con
tribute something on tho subject
to tho News I am more than wil
ling to contribute my shaio ih tho
discussion of this subject but I
could not hope to accomplish much
without tho aidofthoso who be
lievo in and consequently ought to
advocate tho same reforms
I havo been fighting the grand
jury system for 15 or 20 years be
causo disgusted with it 20 odd
years ago when I was first with
tho grand jury as States attorney
I have been with grand juries a few
times einco then as States attorney
I always mado them investigate
both sides as far as possible and
consequently reduced the rttimber
of bills found One grand jury I
a3 with found quite a number ot
bills against my advico and at tho
proper timo I dismissed them all
In this I was sustained by my own
conscience and later on by tho
public No ono who has nover been
with grand juries can form any
idea of the amount of moanesa
that is unloaded on them
I havo attacked the grand juries
of this county so often through our
local press for their foolish silly
and unauthorized reportsthat they
have about quit making them
Including bailiffs witnesses etc
tho grand jury of this county costs
about 4500 annually This mosey
and a great deal moro might bo
saved by abolishing it
When it comes to petit juries
thinkingaud conservative men havo
for years recognized their ineffic
iency The troublo is that peoply
are wedded to tho grand and petit
jury systems on account of their
age when in fact they havo nothing
but their ago to recommend them
It will tako several years to edu
cate tho peoplo above tho jury sys
tem but if men like yourself will
lend a helping hand it can bo dono
Then will civil and criminal cases
be tried and decided on their mei its
and justice be dono
