July 23.—To the generous people of the state of Texas: 1 lia·* e the honor to ad dress every person who has had desire to come tothe financial rescue of hundreds of people in Zapata county who are totally and abso lutely destitute of the necessaries of life. 1 am a mounted inspector of cus toms, temporarily appointed jii duty in Zapata coupty, entirely without bias or prejudice, and with no in tention of remaining here after August, and consequently am only interested in the welfare of the peo ple here simply through «notiveg of charitv and compassion for the deplorable condition of things. 1 have just returned from a scout througk the county and can in all sincerity assure the public that the sights I have seen are pitiable in the extreme. There is absolutely no vegetation of any kind and water is even less procurable than forage, AJ1 the country back from the ri* er ie dry. Water holes, natural and arti ficial, are dry and the wells are fast refusing to supply the water needed to £he extent that in some places there is not enough for the people to drink.
