Parle, March 11.—In spite of officiai
reticence and denials from the Japan
ese legation here It is again affirmed
that a noncommissioned officer named
Martin, who was employed In the min
istry of marine and who is now under
arrest, attempted to sell French naval
secrets to a naval attache at the Ja
panese legation. The discovery οί this
alleged attempt came as a result of
the accidental opening of a letter ad
dress*» 1 to the non-commissioned officer
'■y a naval captain of the same name.
This letter w ia from an Intermediary,
but It Indicated the principals In the
affair. It is alleged several women are
Implicated end that one of them has
confessed. It appears now that only
one document is missing from the
ministry of marine, hut it is possible
Martin photographed and replaced
other·» It ii« not likely that the infor
mation alleged to have been stolen got
beyond the intermediary and it is said
tha' the Japanese attache who is sup
posed to have been iti indirect comm -
nicatloti with Martin sailed for home
on board of one of the crusieis which
Japan purchased from Argentina.
Prince Itchljo, who succeeded the
Japanese nival attache «hi returned
home, has informed the petit Journal
that Martin wrote him four days after
his arri\ tl in Paris proposing ι meeting
to communicate Important business.
The prince was indisposed and in r»ply
wrote ari l asked M irtin to state the
I nature of his business Martin an·

business, in a letter, and fixed another
time and place for th*- meeting The
appointment, the prince kept, but M ir
