The salary scale of government clerks was fixed by act of 1853. Prior to this there has been no regular graduations In pay for employes. A certain number would get, for in stance, $819 per annum, another $837, others $869.50 and so on. The work of including many scattering items in the appropriations hill vexed itie committee who decided in that year to put all of these in a lump appropriation at $840. This is an example of the plan that was fol lowed In the fixing of the rates of government pay for its employes. These classes have not changed since that day save by the creation of lower grades of pay. There were no $720, $050, or $5 4 0 per annum employes of the government at that date, ps there are now. In 1854 no clerk listed as such got under $1,200 a year. Now clerks are listed at $840. There are higher positions today than there were in 1871 but there are comparatively few and are occu pied mostly by experts. The chief Increase in the number of govern ment employes In the District is shown by statistics to have been the lower grades of the service.
