vision is considered unfavoiable as
the result of the investigation con
ducted by the ways and means com
mittee of congress With few excep
tions the witnesses who have been
before the committee are opposed to
tariff reductions claiming in nearly
every case that such reductions would
tend to ruin business Congressman
Boutell ot Illinois said It is the
height of folly to expect tariff re
vision to benefit the consumer no
matter what congress does in the
premises individually the consumer
will have to pay just as much for bis
goods and the only result would be
to make it possible for the importers
and jobbers to mako still greater
profits
