At Washington Next Week Will Be
Attended By Distinguished Men
From Over the Country

Washington D C Jan 15 For the
last few days every train arriving in
Washington brought a number of dis
tinguished men from different parts
of the United States to the national
capital among them governors of
states other high state officials rep
resentatives of railroads and other
transportation companies officials of
insurance companies financial insti
tutions and large industrial corpora
tions prominent merchants labor rep
resentatives heads of agricultural or
ganizations and professional men of
all kinds The hotels are rapidly fill
ing up and bj tomorrow night it is
expected practically all the delegates
and members who will attend the two
important conferences to be held
here next week the annual confer
ence of the National Civic Federation
and the annual conference of gover
nors in the interest of the conserva
tion of the national resources will be
assembled here
The conference under the auspices
of the National Civic Federation will
begin on Monday and will continue
k until Wednesday The conference of
the governors will begin Tuesday and
close on Thmsday The sessions o f
the National Civic Federation confer
ence will be held at the Belasco The
atre those of the National Conserva
tion Conference of Governors in the
east room of the White House ten
dered by President Taft for that pur
pose As the objects of the two con
ferences coincide in many respects
and in a general way tend in the
same direction the state governors
gathering here for their annual con
ference on conservation are expected
to take an active part in the delib
erations of the civic conference the
scope of which includes practically
every civic and corporate interest in
an effort to bring about uniformity
of state legislation The National As
sociation of Uniform State Law Com
missioners is included in all state
delegations and will take a promi
nent part in the conference
The Civic Federation conference
will be opened by Seth Low presi
dent of the National Civic Federation
and President Taft has consented to
deliver the opening address He will
be followed by Alton B Parker chair
man of the program committee and
Governor Augustus E Willson of Ken
tucky chairman of the committee of
governors According to the plan
unaped out by the program committee
the various topics of discussion will
be Introduced one after the other and
ample opportunity will be glvcfn to
discuss the propositions that may be

uniform legislation by the several
states are to be held in Washington
during the week One will be a con
ference under the auspices of the Na
tional Civic Federation and the other
a conference of governois which will
cooperate with the larger gathering
President Taft will attend both gath

Iinger controversj and hearings by
the house committee on proposed re
form in the interstate commence laws
are also expected to contribute inter
esting items to the weeks news bud
get sent out from the national capital
On Friday with the coming into op
eration of the famous Dick law the
militia of the several states will be
come truly the National Guard in all
that the term implies The new law
provides that the regularly enlisted
organized and uniformed active militia
shall constitute the active militia and
that its organization armament and
discipline shall be the same as that
prescribed for the regular army
Statuary Hall in the national capi
tol where the marble effigy of Gen
Lew Wallace was unveiled last week
will be the scene of similar cere
monies again on Wednesday when the
statue of John C Calhoun will be
formally presented to the United
States by the state of South Carolina
The Rockefeller commission for the
eradication of the hookworm disease
is expected to attend in a body the
first national conference for the study
of this disease to be held in Atlanta
next Tuesday and Wednesday The
attendance will also include state
health officials and representatives of
medical assbciations and civic bodies
throughout a large section of the

Is Suspected of Murdering Miss Anna
Lloyd a Young Bookkeeper of

Cincinnati O Jan 15 Two weeks
have elapsed since the horribly muti
lated body of Miss Anna Llojd a
young bookkeeper emploj ed by a lum
ber firm was found in avacant lot
in Fairmount and so far the police
have been unable to fasten the crime
on any of the suspects taken into cus
tody The failure to unravel the mys
tery has stiengthened the suspicion
that Miss Lloyd fell a victom to Jack
the Strangler the mjsterious mur
derer w ho has kept the city of Dayton
in terror for the past decade The
fact that since the last of the series
of crimes in Dayton was committed
three voung women of Cincinnati in
cluding Miss Lloyd have been stran
gled to death leads many to believe
that the Dayton fiend transferred the
scene of his opeiatons to this city
While comparing with the infamous
Whitechapel murders of twenty years
ago the Dayton girl murders have no
parallel in American crime annals
Altogether five joung women iwere
mjsteriously murdered in Dayton and
the police theory is that all were
struck down by the same fiendish
hand All of the victims were of
about the same age and social condi
tion and there were many tangible
circumstances to connect the crimes
The first victim was Ada Lantz
whose dead body was found invavault
