cording to General Anson Mills the
American commissioner who has
been treating with the Mexican gov
ernment on the territorial status of
El Paso Texas the question whether
that city belongs to the United Stages
or Mexico has not been definitely set
tled yet At the same time he de
clared as unfounded the rumor that

the commission had decided that the
disputed stretch of land on which the
city is located should be given to
Mexico The state departments of
the American and Mexican govern
ments are now looking Into the mat
ter and it is difficult to say when the
settlement will be effected Mexicos
claim from the point of view of inter
national law is sound enough but it
is not thought that the sister republic
will prove very stubborn in the mat
ter In the event El Paso should
pass under the control of Mexico this
country would lose a very progres
sive and prosperous community with
some thirtyfive thousand inhabitants
Mexicos claim is due to the fact
that the Rio Grande forming for the
greater distance the boundary be
tween the two countries lias the lath
er embarrassing characteristic t > f
changing its bed Laige parts of its
valley are of an alluvial nature and
frequently the river will cut off large
slices from either side and throw
them to the other In view of the
fact that international law fixes the
boundary lino wheie it is established
