THE MONROE DOCTRINE
Herald Special
Berlin July 12 The Ger
man foreign office is now
awaiting further developments
in Washington with interest
The second message issued by
the German foreign office is
regarded by some as Ger
manys first step toward re
fusing to further recognize the
Monroe doctrine
and second messages The second
message announces that Germany re
fuses to recognize the right on the
part of the United States to supervise
her diplomatic relations with other
countries or with Central and South
America in general and Nicaragua in
particular The message boldly de
clares that Germanys recognition of
Madriz Is a matter that concerns only
Germany and Nicaragua
The first message by the German
foreign office issued today authorized
the statement that Emperor Williams
letter to Madriz of Nicaragua was
only the customary diplomatic ac
knowledgement of the emperors in
timation that Madriz had assumed the
office of president and cannot under
stand the fuss raised unless it is de
liberately stirred up for the purpose
of creating a dissension between Ger
