Austin Texas July 19 In accord
ance with a proclamation issued by
Governor T M Campbell the legisla
ture of Texas convened in special ses
sion today and was called to order at
2 oclock this afternoon The specific
purpose of the session as named in
the call is to repeal the fire insurance
rating board law and to enact such
other legislation as will prevent a
combination or trust of fire insurance
companies doing business in Texas
Since the call for the session was is
sued the state fire rating board has
given a decision to the effect that the
fire insurance rates are unreasonably
high and has ordered sweeping reduc
tions The insurance companies are
preparing to make a strong fight to
prevent any general reduction m the
present rates despite the assertion of
the business interests of the state
that the rates are excessive beyond all
reason
But while the repeal of the ob
noxious fire rating board law is named
as the specific purpose of the session
a belief prevails that other and deeper
reasons exist for the governors action
n calling the session at this time
The political opponents of Governor
Campbell have not hesitated to de
clare that politics furnished the real
motive for his action in calling the
legislature together In support of
their declaration they point to the
fact that the governor concluded his
call with the statement that he would
submit such other matters of legisla
tion as he might deem proper during
the session

Toronto July 10 All freight and
passenger traffic on the Grand Trunk
system is at a standstill today follow
ing last nights strike of 4500 union
men Union officials say the railroad
will be compelled to soon give in but
the officials declare that they have ex
perienced nonunion workmen en
route here who will relieve the situa
tion The men on strike demand a
wage scale the same as is in effect in
the east They have a million dol
lars in their reserve fund

by eight thousand eight hundred and
fifty trainmen on the Grand Trunk
system in Canada has tied up the Ca
nadian connections here The last
train left last night at 9 oclock No
trouble of any character has as yet
been reported

this city exploded todaj with terrific
force A number of employes and
others were seriously Injured Also
several workmens houses were de
stroyed The cause of the explosion

engaged in a bitter contest for the
governorship which will be decided

Kincaid candidate for renomination
for governor of Ohio Kincaid has
secured President Tafts indorsement
and hoped to get Roosevelts Roose
velt refused to make the results of
the conference public During the
day the former president discussed
New York politics with a number of
leaders

Methods Employed by Dr Crippen In
Murder of His Wife of a Most
Brutal Character

London July 19 More of the de
tails of tho methods used by Dr Crip
pen in murdering his wife are coming
to light Detectives now declare the
crime to be one of the most brutal
in English criminal history A force
of men with grappling hooks are
dragging the Regent canal in the hope
of finding the feet and hands of the
woman Also some of the flesh of
the body is missing The theory is
now being advanced that Crippen dis
solved the bones of tho body in sul
phuric acid I nn hole in the cellar
were found chunks of flesh a pair of
pajamas and a handkerchief The
flesh had been parred from the bones
and corroded with chemicals A man
resembling Crippen was arrested this
morning at Canterbury but later dis
charged as he proved not to be the
man wanted
