INTERNATIONAL SQUATTERS
Will Have to Move Boundary Com
mission Gets Busy
San Antonio Texas July 23 An
order of the International Boundary
Commission a body which is trying to
adjust the Chamizal Zone question
requires all occupants of the disputed
territory to move without delay Only
titles dated prior to March 15 of this
year are held to be valid Ever since
the dispute over the strip of land
arose between Mexico and the United
States squatters have put in appear
ance in the zone in large numbers
Before final disposition of the case can
be made by arbitration the elimina
tion of them was thought necessary
The Chamizal Zone is a strip of
land opposite El Paso which the Rio
Grande threw into the United States
by cutting itself a new bed Accord
ing to the tenets of the international
law the boundary between two coun
tries where formed by a river fol
lows a line established by the center
of the main or deepest channel of the
try Mexico however has protested
the annexation of the strip of land and
to settle the matter the commission
in question was appointed This coun
try has gone into negotiations it is
that the remains be taken care of un
unQerst00d > primarily for the reason
til she arrives
that the river may play the same
prank with a slice of United States
territory as indeed it came very
near doing a few months ago near
Brownsville A peninsula foimed by
the river and on which aie located
Old Fort Brown and the National com
etery being at that time threatened
to be added to Mexican tenitory bj

TO DIE ELECTRIC CHAIR
Electrocution of Napoleon Rivet the
Lowell Murderer Will Take
Place Monday
Herald Special
Boston July 23 All preparations
have been completed at the state
prison in Charlestown for the electro
cution of Napoleon Rivet the Lowell
murderer which will probably take
place early Monday morning The
electrocution will be the first at the
prison since the Chinese tong murder
ers were put to death last year
The crime for which Rivet is to
pay the death penalty was the mur
der of Joseph J Gallioux a tinsmith
at Lowell Feb 27 1908 The body
of the murdered man was found in a
plumbing shop in the section of Low
ell known as Little Canada which Is
inhabited almost wholly by French
Canadians The prosecution alleged
that Rivets motive for the crime was
his intention to collect the amount of
an Insurance policy which had been
pledged to him as collateral for a
debt owed by Gallioux
