fused to resign and to save President
Taft the necessity of demanding his
retirement will now be pried loose
in a bold political stroke It is re
ported here today that Ballinger will
not receive the investigation commit
tees exoneration as has been confi
dently expected but instead he will
be censured and the president will
then be obliged to demand his resig
nation The success of this plan as
devised by the republican leaders de
pends for success on the possible de
sertion of Representative McCall re
publican of New York from the ma
jority which favors exoneration and
the refusal of Senator Root to partici
pate in the final verdict If two mem
bers of the committee change their
views the verdict will be six to five
