Should the demand exceed the capacity would not the revenue to be derived from the excess be sufficient in ducement for an additional investment In extending the works? But according to his oiler, once the sewers were down, the town growing and the consumption largely increased by the putting in of closets, etc., the company could declare that the capacity had been exhausted and that the rates must be raised to cover additional outlay. The people of San Antonio will never vote for sewers with any such vague contract with the Water-works.
