THE DEMOCRATS HAVE A BIG FARCE COMEDY Will Put it on the Boards Friday—Dis ruption in Democratic Ranks in the Senate —Other Matters. Washington, D. C., January 8. —A farce comedy presented by the members of the Democratic minority is on the tapis for this week and promises sornc thing in the nature of a relaxation for the Republic* u members of Congress. Ou Friday tin- committee on resolutions appointed at the December caucus is due to report and the struggle lietween Tam many and Texas for the dictation of the party policy promises to be a "merry war. " I’he New Yorkers desire to rid the party of the free silver incubus and sever a 1! connection with "the silver jawed orator." The Texans are whet ting their oratorical bowie-knives and declare they will have the scalps of the "traitors" ns they term the Easterners. it will be remembered that among the resolutions presetited by Representative .McClellan, and which were recognized as having lieeti dictated by Mr. Edward M. In the -enale there are also signs of disruption in Democratic ranks ami a conspiracy lead by Senator Culber-oit, whose imsilion as a member of the im portant Philippines committee has n a terially strengthened his influence, has been carefully nuiHired with a view' to ovei throwing the leadership of Senator Jones and his colleagues, Cockrell, of Missouri, and Daniel, of Virginia, who forfeited the respect of the party by their readiness to supinely yield at every point during the last session. when by vigorous resistance to the Spooner Phil ippine resolution they might even have forced an ex>tna tension of Congress. Thr hopeless passivity of the Demo crats i" the Senate, which was brought out in the interview given your corres pondent by Senator Vest, of Missouri, published in these letters alioiit a mouth ago. has proven a source of grave dis satisfaction to the Democrats who be licve that, notwithstanding the small ness of their minority, something might be accotnntiahed in the way of hamper ing Republican action. They consider that even a vigorous resistance would prove to the country that (here was a Democratic party in Congress but in their attempts to do the apeefaoular they are more likely to disgust the peo nle than to command respect, a view of the situation which never appeal* to the younger and more reckless element of the party. The news that the Panama Canal com pany has determined to offer its entire plant, rightsand privileges to the I'nitcd States at the valuation of s4o.tKHl.oot 1 placed on them by the Isthmian Canal Commission has been received in Wash ington with The greatest satisfaction by the friends of thr Panama route and their numlH*r is growing daily. Senator Morgan, whom I saw as soon as the nows was received, refused to express a further opinion, on ahe ground that as chairman of the commit tee which had the matter in charge ami author of the Nicaraguan bill, it would he improper for him to express his views elsewhere than on the floor of the Senate, and he requested that no quotation of Iris re marks 1* made tin print but there was a twinkle in his eye when I congratul ated him on the success of his taeties in that, they had reduced the prjee if the Panama property from $l00.000.0<)0 to IttU.tNHi.OOO. "Is to appropriate sufficient funds and authorize the President to build the canal along the route which in his judg ment is the best. There is no doubt but that Imth Nicaragua ami Costa Rica and Columbia desire Ilie canal but of course all the countries involved will make the Lest terms possible with tu< United States. Therefore I am opposed to burning our bridges behind ns on either route. Having disposed of the Hay Pauncefote treaty and secured a seasonable priee on the French com pany's plant, why not ask for proposals from the countries whose territory the routes traverse and then accept the most favorable* That seems to me the bu«i ness like way of conducting the negotia tions.” In reply .to a question the Sena tor said: "Vou need have no fear that the Semite will be precipitate in its ac tion. This matter will probably be dis cussed all winter and then I would rot be surprised to see it referred to t’.ie President.” I found Senator Mason preparing a speech on the subject of reciprocity which he expects to deliver in the Senate tomorrow 1 , apropos ot the renusitation of the reeipdoeal treaties which are no-.v' in the hands of the Committee on For eign Relations. "Reciprocity, as con ceived by Mr. Blaine and carried into ef fect by the McKinley tariff bill." he said "was never intended to aaerifice the in terests of one small manufacturer for the benefit of the great manufacturing coneerns. In fact it was more in the nature of a negative power. It was intended to apply particularly to our free list and authorized the President to impose retaliatory duties where foreign countries discriminated against our ex ports, as in the case of Dermany and American pork. It enabled the Presi dent to impose a retaliatory duty on tiernum sugar. The same is true of Denmark and American i-orn. 'llie Presi dent was empowered to impose a reta! iatory duty on sugar from the Danish ■MMSessions. But I must not anticipate my speech” he broke off. "That will be comprehensive and will clearly define my nositon.” senator Cullom has announced that l.c will endeavor to secure the attention of the Senate for a discussion and dis posal of the treaties already negotiated soon after Congress convene-,. He would not say what, in his opinion. Would li the probable action taken, but lie be lieves that something should be done with the treaties at once with a view to making room for others it desired by the Senate or of disposing of the siibjee'. PRESIDENT ON TEXAS POLITICAL APPOINTMENTS. Will Listen to no Factions and Will Turn Down no Good Men Whose Rec- ord is'Unsullied. The Galveston News' special from Washington yesterday morning throws considerable light on the Texas polit ical situation, especially the Suu An tonio postmasterahip. and the facta u.i net forth are good reading for the friends of Dr. Clifford. The special says in part: “As tor the differences between cer tain factions of the Republican party In Texa.i, the President has succeeded in straightening out the organization much better than would have been the case had the organization leaders had their own way. The Green ap pointments. for instance, are not to be sacrificed at the instance of the organ ization. O'Leary at Dallas. Clifford at San Antonio, Harry Beck at Hilis boro. Brush at Au.-itin and the post master at Terrell will all stand upon their records as officials and will not be subject to political persecution by any other faction. If their records are satisfactory—and nothing is known to the contrary—they are safe. It is pretty well understood also that district Republican leaders will also be listened to in the matter of In dorsements hen their Immediate dis tricts are Involved. This is the con tention which Captain Knight has been making here. “As for the Grant faction, the Green faction, the Hawley faction or any other faction, the President has made it cleai* that factionalism will not be considered by him. * • • Regard ing changes the President made it clear that he would not fire a gixul man for trivial complaints. He told Burns that where charges have been made, an incumbent would have am ple opportunity to make good. In oth er words, a copy of charges with the names of the persons making them would be afforded the person involved. Every reasonable step will be taken to protect good men. against sense less and jealous attacks by irrespon sible people.” [As none ot*the local Office holders have been notified of the filing of any charges against them, they are evi dently pretty safe, according to the above.] “All in all. it seems that there is rea son to hope for tranquility among; the Texas Republicans. The President has secured this by making merit the test. There win be no more intoler ance on .the part of political cliques and no leader or organization will he recognized as controlling appoint ments. The President will regard all recommendations from whatever source on merit, and will not hesitate to turn anybody or any leader or fac tion down when he is convinced that his requirements have not been met. The understanding has been complete, but the final dictator of patronage in Texas is the President himself." The facts as set forth in the special have been confirmed by a private wire to a loeal Federal official, nnd they augur well for all the local office holders, Terrell. Siebrecht. Clifford and others.
