New York. Oct. 4 —The cotton mar
ket opened flrm at an advance of tram

In addition to thia the receipts prom
ised to run little under last year*, and
showers were reported over some sec
tions of the belt. Aftqr saining little

Oklahoma and Indian Territory, and
Arkansas. On the whole it appears
that slightly more than half the crop
is now gathered.”
The report by states is a poor af
fair. showing light yield everywhere,
and reiterates last week’s statement
that prospects for a top crop are very
dismal, while excessive rains in some
sections have caused damage and re
tailed picking and marketing cotton.
Following a monthly bureau which
indicated a decline of 16 points for the
month of September, and right on the
heels of last week’s unfavorable bul
letin, the market, logically, should
have done better, but this is one of the
times when influences: facts in fact,
count for little, and the unloading of
long stuff was the only thing thought
Of. The nine cent mark was soon
reached in two of the New Orleans op
tions. both October and December
breaking to 8.96 near the close.
We are far from pessimistic on cot
ton after a break of 150 to 220 points,
and while influences at present are
against prices, we would rather buy
cotton and stay with It.

that about 8.800,000 bales have boon
gathered. Does any sane man believe
any such thing? From thia point of
view the bureau Is exceedingly bullish
and I think as soon as the people can
got this part of it into their heads
they will look at It the same way.

New Orleans:

Louisiana: Light, scattered showers,
with warm days and cool nights. Cot
ton picking progressing rapidly: one
third to one-half crop picked In most
sections; yield generally below aver

Georgia: Very dry, moderately warm
week; favorable for cotton picking, but
detrimental to late growing crops. Cot
ton opening steadily, but taking on no
new growth. Bolls small, lint short;
late bolls opening prematurely, shed
ding and rust decreasing. Proportion
of cotton gathered is variable. one
fourth to one-half In northern section,
one-third to one-half in middle, and
one-half to three-fourths in southern
part of state.

Bankrupt for Imperter.
New York, Oct. 6. —A petition in
bankruptcy has been filed by counsel
for creditors against Abraham M.
Eisenberg, an imperter of furs. The
assets are placed at 8125,000 and lia
bilities twice that sum. Eisenberg re
cently was connected with theatrical
enterprises in this city.
Washington O’* Crop Damaged.
Seattle, Wash., Oct. 6. —The recent
heavy rains have resulted In immense
damage to the oat crop in Skagi coun
ty. If the rains Continue, it is esti
mated that one half the crop, valued
at 1500,000 will be ruined.

of the Chicago Terminal Transfer
Railroad company for the fiscal year
ending June 30, 1903. has just been
issued. Gross earnings were 81,746,-
372, an increase of >107.256; operating
expenses and taxes were (1,135,670, an
increase of 3129,537; net earnings
were $610,703, a decrease of $22,381.
The surplus after deducting interest
cn mortgage debt was $13,102.

ELECTION PROCLAMATION.
Whereas, the City council of the
City of San Antonio on tbe 14th day
of September, A. D. 1203, paaeed aa
ordinance authorising the Mayor of
said city to issue his proclamation
ealllng a special election to be held
In Improvement District No. 2, Fourth
Ward, in said city on Monday, Octo
b* 12, 1908, at which said election
the following proposition shall be sub
seitted to the property tax payers of
said Improvement District No. 2:
Shall the City of San Antonio bor
row money on the credit of Improve
ment District No. 2. Fourth Ward, of
said city and issue gold bonds there
for for permanent public street im
provement in said district in the sum
of Thirty Thousand ($30,000.00) Dol
lars, said bonds to be sold as directed
by the charter of said city and the
proceeds of such rale to be used in
said district for ths following pur
poo—:
Streets to be Macadamised:
Bub-gradlng and macadamizing Oak
land, Augusta, Deilas and Camden
streeta theta- entire length; East
Quincy, East Elmira and East Macon
streeta from where they intersect
Main avenue to Brooklyn avenue; and
Reynolds street, Richmond, Lexington,
Baltimore, Trenton and Brooklyn
avenuee their entire length.
Streets to be graded:
East Macon, East Elmira and East
Quincy streets from Brooklyn avenue
to Jones avenue; and Erie, Atlanta,
Wilmington and Jonea avenuee from
Camden street to the weet boundary
line of said Improvement District
No. 2.
Storm-water Sewers:
Stormwatsy sewers, with necessary
inlets, to be laid from the corner of
Atlanta avenue and Bast Elmira street
along Atlanta avenue to Dallas street;
thence along Dallas street to Wilming
ton avenue; thence along Wilmington
avenue to the San Antonio river.
Said bonds to run forty years and
bear Interest at a rate not to exceed
five per cent per annum.
Now, therefore. I, John P. Campbell
Mayor of San Antonio, by virtue ol
the authority vested in me by the
charter of this city and the above
ordinance, do hereby order an election
to be held in said district at the voting
place hereinafter named on the 12th
day of October, A. D. 1903, between
the hours of 8 o’clock a. m. and 6
o’clock p. m . at which electioa only
the qualified tax-paying voters living
and owning property in said district
can vote, and those voting In favor of
the issue of the said bonda shall vote
"For the Proposition," those opposed
shall vote “Against-the Proposition,
said election to be held at the follow
inn place only and by the following
presiding officer. At No. 4 Engine
House corner of Romanna street and
Main avenue; C. M. Stone, presiding
officer.

my hand thia the 15th day of Septem
ber, A. D. 1903.
