"In order properly to comprehend ibe inner affairs of tbe Chineae em pire, the first thing needful is rightly to distinguish tbe different parties in China. The empress dowager hold on to the old ways; her party is known as tbe 'empress party.' The emperor and his friends who deal re reform are known an the 'emperor's party.' Then there ia a third party, known as the 'middle party,' which is chiefly concerned with its own in terests and dares not interfere ia pontics, mna-tenins 01 uie people and officials are comprised in this party. -jne emprcse cowager, notwith standing that ahe is the head of the ruling party, possesses few or no friends outside of officio circles and the Yaroens. Otherwise her influence is small. Her intimates are all Maa chus. Yung Lu, appointed by her commander in chief; Kangwei, special commissioner for the collection of ad ditional revenues from the provinces; Pri nee Tuan, Yun Yu, Swai-ta-pu, etc. The only clever man among them is .Yung I.n; the rest are densely igno rant and care for nothing but wealth and official rank. Of the high mili tary officials, Tung-Fu-Siang belongs So the empress' party and Yuan-fihi-Kai to the emperor's. All the re mainder may be said to belong to tba sniddle party. At the time of the coup d'etat the empress falsely asserted that the em peror's party was planning revolt, the prohibited newspapers, killed and drove out hundreds of reformers and exiled numbers of high officials to the frontiers. Six of the reformers ex ecuted were high metropolitan offi cials, one s member of the grand council and one whom the emperor had nominated to be prime minister; all were the emperor's personal friends; they were behended without trial, while hundTc's of smaller of ficials and thousand of the common people were proscribed, '"heae meas ures were carried m in -drr to clip the emperor's wings.
