looked for his lease money, aud
now he is waiting patiently for

the permit or license tax that
goes to the boodlers.and of which
poor Lo never sees a nickel. Cut

they will be willing for single or
doable statehood and to gel
down to honest labor and make a
living.
The recent decision of the sec
retary of the interior in regard to
improving vacant lots In tho Ter
ritory towns is very far reaching
and will give an Impetus to bnild
tug and improvement. The sec
rotary holds that owners of
vacant lots in towns may improve
the same tip to the time of ap
praisement by the townsite com
m ssioo, and that all valuable and
substantial improvements placed
on towu property up to the time
of such appraisement shall entitle
the holder to purchase title ai
50 per cent of the appraised
vaiui. Heretofore nil building
