Oklahoma City, Nov. 1. Over Jive
thousand people pinked the Audi
torium Sunday night to hear Henti'or
; Robert I.. Owen speak on the proposed
local option anil high license amend
j uient to the constitution. All the
churches in the city dismissed and
marched in bodies to the Auditorium,
forming' a procession numbering over
two thousand.
In his speech Senator Owen dealt
with every phase of prohibition, tolling
of the defects of the proposed amend-'
mem to the constitution, which he
said is a legislative, measure and not a
proper clause to be placed in the con
stitution of the state,
j The had features of the hill, as set
I forth by Senator Ow-en. are that it does
jaway with the fines and imprisonment
I portion of the prohibition law, and pro- ,
j villi's only small lines for violations.
! lie said It is not u local option provis-
Ion. that counties have not voice in j
lit and that it will promote tiniveriiai
I beiotlegging over the stale. He as
serted that It bribes the farmer with
the promise of half the license fees,
to be used for road improvement, but j
disfranchises him forever of any vote j
concerning the question. ,
The main attack .upon the proposed'
amendment was made by the senator
because of the jokers which he said
were contained in it. lie named six of ,
these, the principal ones of which tire'
the provisions that If a municipality
votes to have saloons, i cannot c'linge .
far live years, but if it votes to be .
dry. the Ilipior interests may call un
election every thirty1 days. Then Ik- ,
said that, after the five years are past ,
the law cannot be repealed unless the!
municipality obtains special permission j
from the legislature to hold an election j
for that purpose. Another joke, at-'
cording to the speaker. Is the provision '
which provides for the appointment of;
the license board by the mayor Of n:
