The greatest personal victory yet won In this Democratic convention was scored by a young FUlptno by the name of Jose P. Melenclo. He has charge of the Philippine Publicity Bureau at Washington. He Is only twenty-six years old and received his education In the public schools of the Philippines—under American teachers, as he proudly boasted—end at Georgetown. D. C. He Is a remarkably promising young man. Speaking with grace, using the best laugtlage and without u trues of em barrassment, he presented the claim of the Filipinos to Independence. The audience was astonished at the strength ef his argument, the skill with which be marshaled his facts and the high tone of his speech. He captl vated everyone and committeemen and visitors paid him the compliment of rising and cheering when he concluded his plea. , When one of the committee asked him some questions he returned te the platform and answered them with as mach logic sad precision as If he had taken weeks to prepare his answer. It was a remarkable triumph. Aa one who began twenty-two yearn ago to fight for tho promise of Inde pendence I was proud of this Illustra tion of what the Filipino Is capable. SOME FACTS HOOT THE PHILIPPINES The University of Santo Tomas Is 2b years older thao Harvard. The Filipino people Dumber 10,350,' 640, of wblcb 9,495,272 are Christiana and only 9 per cent nen-Cbriatlans. They bave been Christiana for 300 years and have a culture and refine ment that will compare very favorably with that of other nations. There are only 3.684 Japanese In the Philippines. There are about 100,000 Japanese In California alone, or 15 times as many as In the entire Philip pine archipelago. English is taught exclusively In the Philippine public schools. Two mil lion natives now speak English fluent ly, and there are 700,000 English speaking children In the public schools. It la destined to be the national lan guage. Seventy per cent of the Inhabitants of the Philippines over ten years of age, according to a census Just com pleted, are literate. This is a higher percentage of literacy than that of any South American country, higher than that of Spain and higher than that of any of the new republics of Europe whose Independence la being guaran teed by tbe Allies. The Filipino people are unanimous In their désira for Independence. Whenever they are called upon to de posit their ballots they bave always ratified this aspiration. At every ses sion before adjournment their repre sentatives in tbe Legislature reiterate tbetr faith In tbe principles of liberty and the Independence of the Filipino people. The Filipinos declare they have no grudge or grievance against the Amer ican people. Their appeal Is accom panted by a message of friendship and gratitude for all that America has done for them. They point oat that Uncle Sam gave Independence to Cuba, and they hope that they, too, will receive that boon without which, they declare, no civilized and patriotic people can enjoy the maximum of happiness and self-respect A special delegation of Filipinos, of ficially representing the Filipino peo ple, attended the Republican and Dem ecratlc National conventions, seeking an Indorsement of the Filipino desire for Independence In the two platforms. Their arguments, briefly stated, were as follows : First.—That the American Declara tion of Independence declares that governments derive their Just powers from the consent of the governed ; Second.—That the American Con gress, In the Jones iaw. solemnly prom Ised the Filipinos Independence upon the establishment of a stable govern ment, and that their claim that the said stable government Is now In ex tslence In the Islands has been official ly confirmed by America's own repre sentatlvea there; and Third.—That America went before the world In the recent war as the avowed champion af "self determina tion," American soldiers having been told It was one of the things they were fighting and dying for. It POULTRY •FAKTS* SUCCESS IN RAISING SQUABS Opportunity le Wall Worth Consider ing for Theee Who Have Lofts— Produce Meat Quickly. The back yard poultry keeper can hardly hope fbr success with turkeys, geese, ducks or guineas, but for these who have lefts over a garage, stable, or coal shed, the opportunity for squab growing Is well worth considering. For food purposes pigeons are usu ally classed with poultry. Culturally they are In a class by themselves, pro ducing meat only, producing It very quickly, and able to produce well un der conditions that do not admit of growing any other creature used for food. While the Ideal arrangement for pigeons Is to have their house on the ground, and a small covered yard, called a "fly," connecting with It, pigeon keeping may be carried on quite extensively In upper rooms or lofts, with or without open-air flys. Many flocks of pigeons are kept In large cities In quarters provided for them In the lofts or on the roofs of buildings used for mercantile and man ufacturing purposes. A space alx feet square and high enough for the attendant to stand erect will accommodate eight to ten pairs of pigeons for squab breeding, the poultry specialists In the United States department of agriculture say. The birds mate and begin breeding when six to seven months old. Tbe male shares with the hen the duty of Incubation. The young batch In about 17 days. At four weeks old, average squabs will weigh about three quarters of a pound each. Some of the larger ones will weigh over a pound at that age. On a farm a flock of free pigeons, If not kept down by killing off the In crease, soon becomes a nuisance, de stroying gralh and doing a great deal of damage, especially on new-seeded ground. PLAN TO CARRY LIVE FOWLS Bird Wrapped in Cornucopia of News papers and Given Plenty of Air la Quite Content. Carrying live fowls In a cornucopia of newspapers, In the manner of car rying a bouquet. Is a good Idea. Ttie bird is laid down on the paq »er and the legs stralghtenrfl out on a line with the tail ; the wings are held In position at the sides. The newspaper is then rolled around the bird, making a cornucopia, and the lower end Is twisted, which leaves the upper end open. When carrying the bird in this manner, the twisted end of the cornu copia is held in the hand, allowing the roll to rest on I lie arm. The bird has plenty of air and seemingly is content in its peculiar position. PURE BREEDS ARE PAMPERED Supposition That Common Fowls Are Most Hardy Is Erroneous—Only Strongest Survive. The supposition that common fowls are hardier than pure breeds Is not borne out by the facts. Those who hatch Chicks of the common kinds lose a large number of (hem. only the strongest surviving, and every year they are more and more Inbred. The pure breeds suffer from being pam pered by their owners in many In stances. In which cases they do not compare favorably with common fowls.
