I Th« m oo s âge of mayor Brown to the new city council is a careful : end conservative document which ie well worthy of careful persual by every tax-payer in the city. His suggestions are all worthy of prompt action, and, if carried out, will all redound to the upbuilding of the municipality and the well- t fare of its people. The suggestion in regard to paving Main street is one which will meet with the ap proval of property holders along that thoroughfare, and we believe that the assistance of one or more property owners will be promptly forthcoming to aid the street com mitte« in their investfgatiöns Of this important subject if such is rl n ■ : - „ ,1 ta ...m « ä a ^ deeired. With the experience gained by these towns in that work we should be able to pave our business thoroughfares in the most per manent manner and at the min imnm rv>.t 1U1UIU cos*. There is one subject however upon which we beg to ask the im mediate action of the council, and that is prohibiting minors from entering saloons. There is an el ement among our growing popula tion which has become regular habitâtes of saloons, and we believe that the best interest, of the en tire community will be best served by a hard and fast ordinance making it a misdemeanor for these c boys to associate in tbe saloons. In offering this suggestion it is not the desire of the Free Press to pose f as a reformer but it is a well known fket that there are a num her of boys under 20 years of age in this city who are frequently seen on the streets at night in an intoxicated condition and unless checked in their career of dissipa tion are doomed to soon become physicial and moral wreokB. There is nothing to be gained by anybody in chewing the rag on issues which are now settled, and we trust that the new board will receive the co operation of the entire community in their thankless work of con ducting the public business of the city of Orangeville. J The Manila Times, a newspaper which is certified to as hitherto having been in favor with the authorities in that quarter, gives a discouraging view of present Phill ipine feeling toward this country. It says that the natives in the island are only a little less hostile to tbe United States than they were when the insnrrectiou among them began between three and four years ago, and iB even inclined to beleive that a large part of tbe $3,000,000 which Con gress appropriated for their reieif from the lack of food and other comforts will be used to buy arms with which to attack Americans. It looks very mneb as if we were far from reaching a stage in which it will be appropriate to consider if the Phillipinoa can be American ized; the diffuculty is in assimil ating them enough to counteract their native tendency to be in war fare against our dominion over them. . .
