Hill, in his talks to the northwestern cities on bis present trip,told them the Chinese exclusion law was a mistake and that the Pacific slope conld easily absorb 100,000 Asiatic laborers a year without detriment to wages or in d net rial conditions. No man hold ing, or hoping to hold, public office dares to give sympathy with snch views and perhaps they are not identically correct, but the gen eral idea that Mr. Hill intended to convey is undoubtedly correct. That is, the northwest is seriously retarded in its progress and handi capped in all competitive indus trialism by the lack of sufficient labor and of cheap labor in the basic employments. The east can produce, manufacture, build and transport greatly cheaper than the west because of its steady stream of unskilled labor from European countries. The weet not only has no snch supply but the native ele ment diedains the coarser work and it either goes undone or is done at a price that prevents it from suc cessful competition with the east. For this reason, if for no other, the east will continue to ship across the continent through the Pacific states to Oriental markets that should belong almost exclusively - to the west. Asiatic labor for the Pacific states may not be and prob ably is not the best remedy for this situation but more labor from some source is certainly necessary before there can be any remedy. Even the labor supply of former years is growing proportionately lew as men and women drift into the cities to become loungers about towns, dens and deadfalls. The situation is barely tolerable in some of the sporty and illy regu lated communities. Even while the demand for reliable labor ie increasing the supply is growing lew reliable every year. Every employer large or small, knows this to be so and could recite some sad experiences. An inadequate and unreliable labor supply is a factor which needs be considered in even the most encouraging cal culations regarding the progress of this and other rapidly expanding sections. There are several ways of increasing the labor supply, and in considering these one cannot afford to ignore the dangers that oome of that peculiar kind of vicious indoieuce and worthless ness which are evidenced by scores of idlers Been on the street cornera of every town, while farmers were praying for hands to cultivate and Bave their crops, railway builders are vainly pleading for men to do the work and delicate housewives must do the hard tasks they would gladly pay to have done.—Lewis ton Tribune. ice the fire In Ef So A it All the Pacific states have good crops this year. This means prosperity unlimited in a country the development of which is still largely agricultural. In many re spects the year which is now draw ing on towards the cloee is one of the best the Btates west of the Rocky Mountains have ever had. ThiB is felt more particularly in the Northwest, the original Oregon country, than anywhere else. "With bumper crops of grain, par ticularly wheat, frnit in plenty, and all stock in prime condition, the only persons privileged to find fault are thoee who live in certain small communities in the inter mountain country, where some sudden storm laid the wheat flat. Bat these incidente were inconsid erable, and the Northwest, accord ing to the best calculations, has produced the largest wheat crop in its history, estimated on reliable data at 50,000,000 bushels. The amount of grain to the acre was not greater in many cases than in previous years, bnt the acreage waa much increased. The largest yield was in the Inland Empire of Idaho and Washington, and the Big Bend and Palonse country in Washington. —Pacific Monthly. The recent rains have placed the ground in excellent condition for Harming, and work is being vigor ously prosecuted. A description of a cheap log scraper was recently published in this paper and now would be a most fitting time to give it a prac tical test. The cost would be but little and if all can be done that is claimed for it, road making in this country might be revolutionized. The United States district conrt for the northern district of Idaho is to convene in Moscow on the 23rd of this month. At this time the cases against those charged with complicity in land frauds in this state will be heard and it is said that F. J. Heney, who has prosecuted the Oregon cases so vigorously, will have charge here.
