They are slill groping in the darkness of the wilderness, in other words, and they require a leader at home, aided hy outside forces, to show them Ihe lighl and the way to real freedom. Meantime, it is impossible to dis associate the German people from the German government si far as our war is concerned. That cannot he done until there is a real division in Germany and an alignment with tiiat will make it possible for as sistance to come to it from the outside. democracy But as wo make war on both the Gorman government and the German people, it borne in mind, at least as a sheet anchor to the windward of our aid later on to a possible break in Germany from that the German people are, haps, not morally for their views. should he Prussianism, per responsilde They have been told by their mailers that (hey defensive war against aggressive enemies seek ing to destroy their national life. As a half century ago, in con nection are fighting a with the Franco-Prus sian war, Germany succeeded in ■maneuvering her enemy false position, to make her own people believe tha ( t war was forced on and to win Ihe moral support of the world, so in this war the ef fort was made to create the im pression that Ihe forced into the kaiser's Once again the German people were deceived, hut the world was not. into a Ihe object being them, sword was hand. 1 here was no such master as Bismarck at (he helm in Berlin. As a consequence, the whole af fair was so bungled that it is surprising that have been anyone should deceived. Germany could have had peace if she had wanted it, peace with honor and safety, but she did not wa^il it. The military parly desired war, planned for it, rejected every proposition looking t ful settlement, and then sought to justify its policy to the world, and in the eyes of its own people hy throwing the blame on other nations. Hie > a peace * But it will lie no easy matter to get the truth into the German mind. For most of the of public pulpits and been marshaled in support of Ihe government. The whoe intellec tual life of the nation has been poisoned "The organs opinion—newspapers, universities—have only possible antidote," says President Wilson, "is the truth," and ho adds that "it cannot be uttered too plainly or too often." But the truth will have a hard battle in Germany, for the people are the victims not only of misrepresentations of the facts, but of a false philosophy and theory of life. Nevertheless, no effort should be spared to en lighten them. This is necessary both in their own interest and in the interest o the world that will have to live with them after the war is over.
