The Board of County Commissioners of Bingham County assembled at their office on this 1st day of April, pursuant to adjournment of March 21, in regular adjourned session, W. T. England, Chairman, Nelson Miller and John K. Williams, members, and F. M. Fisher, being present, When the following matters came on for consideration and determination: In the Matter of the Application of Claude B. Going for the Repairing of a Bitch and Placing a CuJvert Under the Same by Bingham County. In the above entitled matter, Claude B. Going appeared before the Board and made application for Bingham County to repair a fill on a private ditch owned (by him and place the culvert therein for the purpose of draining storm water that may accumulate in this low place, and after having considered the matter, the Board Orders that they decline to as sume any responsibility on behalf of Bingham County in this matter and reject Mr. Going's application as above stated. In the Matter of Allowing County Bridge Claims. We, the Board of County Commissioners of Bingham County, Idaho, hereby certify that we have examined, audited and approved the fore going claims against the County Bridge Fund of Bingham County, and hereby authonize and direct the CourVy Auditor to draw warrants against said fund beginning No. 121 and closing No. 134, amounting to the sum of $1,417.05. In the Matter of Appointing an Accountant to Represent Bingham County in (the Adjustment of the Accounts Between Bingham County and Aberdeen Highway District. In the above entitled matter, the duly appointed, qualified and acting Board of Commissioners of Aberdeen Highway District, appeared before the Board of County Commissioners, by appointment, said board being composed of W. B. Green, Chairman, Henry Hege, T. S. Vanderford, mem bers, and T. S. Becker, Clerk; when the matter of appoini'jing accountants tor respective parties to represent said parties herein came on for hearing, and said Commissioners of the Highway District of Aberdeen notified the Board of County Commissioners of Bingham County, that they had ap pointed O. F. Crowley, to represent their interests. Thereupon, it is ordered Iby the Board of Counity Commissioners that F. M. Fisher be and is hereby appointed accountant to represent Bingham County during the settlement of the accounts between Aberdeen Highway District and Bingham County. it is further ordered that said accountants meet at Black foot not later than Tuesday, April 5, in order to comply with the law respecting the settlement of the accounts between these districts. In the Matter of Employing a Surveyor for Inspecting and Doing the Engineering Work on the Sugar Factory Road. In tihe above entitled matter, it is ordered that E. Milton Christensen be and is hereby employed to do the necessary surveying and inspecting Of the paving of the Sugar Factory road at a salary of $10.00 per day and actual travelling expenses. In the Matter of the Auditor's Revolving Fund Which Said Fund Was Created by Order of this Board of County Com missioners, and Which Order Appears at Page 382 of Com missioners' Record "E," under date of January 12, 1921. In the above entitled matter, on apjplication of F. M. Fisher, County Auditor the above fiind was adopted and an amount of $500.00 set aside for the purpose of defraying incidental expenses of the various offices. At this time the County Auditor was of the opinion that this was the proper name for this fund. It has since developed that this fund is improperly designated, and therefore it is now requested that the fund be designated as the Cotinty Auditor's Contingent Fund, and it has developed that $500.00 is an insufficient amount with Which to meelt these incidental ex penses for the period -ending March 81, 1921. Thereupon, it is ordered tlhat this fund be and the same is hereby to be designated and known as the County Auditor's Contingent Fund, and that the further sum of $271.80 be appropriated, making a total of $771.80, total amount of incidental expenses expended up to March 31, 1921, and that the County Auditor is to file a duly verified claim with the vouchers attached, against the Current Expense Fund, for this amount, and upon the drawing of said current expense warrants, they are to be turned back to (the Treasurer. Fisher, Clerk, being present, when the following mait ters dame on for consideration and determination: in the Matter of Fixing the Salaries of Deputies Employed in the Various Offices of Bingham County for the Second and Third Quarters of the Year 1921. In the above entitled matter. It Is Ordered, that the following depu ties salaries be and they are hereby fixed as follows: Sheriff's Office: Chief deputies $140.00 per month each. Extra deputies at $5.00 fier day. Assessor: Two office deputies at $125.00 per month. Field deputies at $5.00 per day. Where the deputy furnishes his own team. $6.50 per day; where he furnishes an automobile, 15c per mile. Deputies to fur nish their own sustenance. Treasurer's Office: One deputy at $125.00 per month. Extra help as the work of the office demands at $100.00 per month. The treasurer to use her discretion in ttie amount paid. Office of Clerk of the District Court. Ex-officio Auditor and Recorder and Clerk of flic Board of County Commissioners: Chief deputy $140.00 per month; Recording deputy, $115.00 -per month; Deputy Clerk of the District Court, $100.00 per month. County stenographer at $75.00 per mont h. In the Matter of Fixing the Rate of Pay Per Mile for the Use of Automobiles. In the above entitled matter. It Is Hereby Ordered, that tHo follow ing rates of pay be and the same are hereby to he paid for the use of automobiles of the various county officers: Sheriff, 20c per mile; Assessor, 15c per mile; Probation Officer, 15c -per mile. ASKS INDEPENDENCE WITH OR WITHOUT PROTECTION Manila, P. 1. — The people of the Philippines want independence In w hate v e r form they can got It, M a n 11 e I Quezon, president of the Philippine senate, declared In an ad dress before that body. "Let the Atneri cans In the Philip pines and those In the United States Manuel L. Quezon know that the peo- President Philip, pie of the Philip- pine Senate pines covet their freedom, liberty and political emancipation so much that they will not hesitate to receive from the Congress of the United States complete and absolute Independence without protection," Quezon said. "If the United States, dictated by Its own interests, decides to extend pro tection to the Philippines, well und good. We would accept that as a so lution of our problems. If not, let us have absolute Independence In what ever form we can get It." President Quezon declared that If the question were put before the Filipinos for a vote, 0.9 per cent would favor absolute Independence. Relation of Doctor and Patient. Tin* relations between a doctor and his patient are absolutely confidential and are safeguarded by law, which forbids n physician from testifying to what he has learned in treating the patient, unless the latter expressly waives his right to secrecy, if, how ever, a patient lias employed several doctors, and has at a trial called some of these to testify to his condition as the result of an injury, the other side has a right to call the other doctors, as the calling of some of the physi cians by the plaintiff is a waiver of his rights. Wanted Worth-While Order. A city In New Jersey having been for some time without n first-class book shop, the proprietor of one of the largest department stores an nounced that he would establish one If he were assured of the patronnge of the hook buyers who had done their purchasing In New York. A number of professional men readily agreed to this. The book shop was opened and clerks from other parta of the store were transferred to It. To one of these went a scholarly resident of the city to buy an erudite treatise on nn obscure subject. It was not In stock and the customer asked that It be or dered, giving the names of the vol ume, Its publisher and its author. The young saleswoman entered these on an order blank and stood looking ex pectantly. "Have you all the details? Is there anything you do not understand?" In quired the customer. "How many dozen do you want?" answered the salesgirl. Shapes of Hair. A Chinaman has a round head. Every hair on his head Is shaped like wise. If we should with draw our sovereignty from the Philip pines, in accordance with our repeated promises, we could the more consist ently ask Japan to follow n similar course toward Shantung, Manchuria and Siberia. Our plea would have a great deal more force if we could make It with clean hands. To say thut the Philippines are not ready for in vh pendent e Is merely to express an arbitrary, gratuitous opinion. It is perfectly easy to create conditions— In one's own mind—that no people ever could comply with. Our delay about respecting our own pledge Is a reflection on our national good faith and a constant Invitation to interna tlonal complications In the far east. INDEPENDENCE OF PHILIPPINES (Atascadero (Cal.) News.) . . . The Philippines should he given absolute Independence, which Is their natural right, even if we are well aware that they have not yet reached the full stature of American ism.
