All theso claims, and others, were em braced in the bond issue of $180,000, which was made in April, 1873. In those years theie was uo limit of ex penditures plased on boards of commission ers. There is such a provision now, but it came too late to d j us any particular guod. Following is the article referred to. Ou the first day of Jauuary, 1S71, a Dem ocratic Board of County Commissioners took into their hands the administration of county affairs. This Board will have fin ished its two years' term of service on the 31st of December next; aud as that party has presented to us for election a new board w hone election would continue the county under the aamo rule for the next two years, it becomes us to examine the record of the board, aud from the results of that exami nation, determine whether our couuty ad ministration aball be continual in that party r returiinl xaiu to the control of the lie jtuMiraue. It will be propir here to state, that from the leiunin ol our county organization (Apiil Hi, 1S07.) until the beninuin of this preseut administration, the county business was controlled by a Republican Board. This was the financial condition of the county when the present board took charge. Duriug the first quarter which fol lowed, the oounty was run in debt to the amount of $8,079 23. The building of a court house and a jil bad now been detei mined upon, a site se lected, a plan with specifications adopted, and a contract let to a responsible party, who was to put up said buildiug withiu a given time, and deliver the same to the -oounty complete for the sum of $16,400 in xoin. i ns last insiaumcoi ui wu amu tssteuing. All alike are concerned aud reached by its many provisions. It looks a though nearly all the wire pulling schemes of the past are cut out, and the man who adopts the new order of things prescribed, and works out hit redemption on those lines is the man most likely to succeed. Throughout the northern and western parts of the state the law is being closely observed, aud since it provides remedies in the civil, as well as in the crimiual courts, it is vtry likely to be enforced and its restrictions can only be vi olated at the greatest risk of losing the off ice smiL'ht for. There are a number of clock-making- nhops a Soleure, and in the yards of these there nftn found lvinjf disused or broken tmrtntra ftf .'locks. One day a eUu'k- maker noticed in a tree in his yard n hird'a T.estof wculiar appearance. Kx- amtning it, he found that a pair of wa- isiita had built a nest entirely 01 ctwi springs. It was more- than four inches across, and perfectly comfortable for the birds. After the feathered archi tects had reared their brood, the nest was taken to the museum, wh'e it K preserved as a striking illustration of the skill of birds in turning" their sur loundings to advantage in buildiner their nests. The White Feather. The story runs that, during a war be tween the backwoods settlers of North America and the natives, a uawei feasted the enemy and plaoed a white feather over the door of his house as a sign of amity. The token was re snected. Hence the phrase: "Showing the white feather." which has come to mean cowardice. YOTNATTI CLAIM.
