How Estimates Are Made. The "estimates' are prepared by the executive departments of which, each member of the cabinet i a head. The cabinet officers get the 'estimates" In their respective departments from their chiefs of bureaus and then combine them as the "estimates" for the depart nieut. The "estimates" from all de partments are then sent to the sccre tary of the treasury to be submitted to congress, and they then become the "estimates" for the cost of running the entire government during the tiext fis cal year. At the outset Pres ident Taft Impressed upon his cabinet ofliclals the absolute necessity of won- oniy and efficiency in their depart- j ments. In a recent appeal to congress for finals to con tinue the great work it lias begun, which all thinking men and women will approve. 1'residcut Taft pointed out that the people of the country as a vviioie are interested chiefly iu the following governmental objects: The national' defense, the protection of per sons and property, the promotion of friendly relations and the protection of American interests abroad, the regula lion of commerce and industry, the pronfoliou of agriculture, fisheries, for t-stry and mining, the promotion .of (manufacturing, commerce and hank ing, the promotiotrof transportation and conutittcicatiou. the postal service. including postal savings banks and parcels post; the care and utilization of the public domain, the promotion of education, art and science and recrea tion; the promotion of public health and the care and education of the In dians and otbervwards of the nation There are niauy other public questions, of course, but these are the vital and comprehensive ones, and the "bud;:et" is proposed for the purpose- t giving information as to the needs of these matters. The president, in order that his policy of economy and efficiency may be concluded and become one of the greatest achievements of his ad ministration that of - placing lUe gov ernment m a business basis wants congress to appropriate $-J.0.000 more for the support of the commisslou now doing that work. The economv and efficiency commis sion l as already saved to the taxpay ers of the country more than $o.000.0ix) annually by its suggestions and by the time it has completed Its work it is be lieved ten limes this sum can be saved annually to the taxpayers. In the mat ter of railroad fare for government otli cials alone it has found that $12,000,000 was expended in a single year at the highest prevailing railroad rates. Eight out of twelve defendants were convicted on one Indictment after trial by jury and their conviction confirmed by the court of appeals, and thirteen criminal prosecutions are pending A brief review of the cases brought under the anti-trust law during the ad ministration demonstrates clearly its value to the American people in their protection of that equality of opportu nity which is declared by the platform of the l'epublican party to be the right of every citizen. Peference to a few of the anti-trust cases brought by the Taft administra tion gives an excellent idea of the hard ships some of these illegal combina tions entail upon consumers. In the prosecution of a case against a number of individuals who attempted to corner nil the free cotton remaining of the crop of 1!)03 it resulted in a raise in the price of that commodity to the spinners, prevented some from making any purchases and was therefore re straining Interstate commerce. In like manner the government took cognisance of the pooling lu the wire Industry, with the result that nine In dictments were found in New York against eighty-three persons engaged In that business. It was an illegal re straint of trade, and when the court proceedings had been finished the va rious defendants were fined lu amounts averaging $1,000 each, with the excep tion of the supervisor of the pool, who was fined $4".0o0. One of the most outrageous cases of combination tu restraint of trade and a notable violation of the Sherman law was that of the hand blown window glass Industry. Practically all of the manufacturers (eighty-three In num ber! formed a company which control led the entire output of band blown glass. As a result the price was ad vanced 100 per cent within less than a year. The indictment of the men re sponsible, the imposition of fines and the restoration of the business upon Its former lines were followed by a sub stantial reduction In the price of hand blown glass. The federal government is prosecut lug suits against Che beef trust and the lumber trust with every promise of victory. No Brass Band. Brass hands and megaphones have not been needed to herald the accom plishments of the administration of President Taft. Russian treaty abrogated because of discrimination against American citi zens. Laws obeyed to the letter and en forced, extensions put in effect and others recommended. Bureau of health recommended, pure food lawa enforced. New Mexico and Arizona admitted. Arbitration treaties with Great Brit ain and France negotiated, ratified with amendments. Measure pending. There is no good party excuse for not nominating him He should be elected because, while not a political president in the sense that he has played politics to the satis factiou of all elements of his party.' he has iu fact beeu a broad gauge presi dent, conservative iu all matters af fecting the dignity of the office aud the obligations assumed by him to sustain aud uphold the constitution and the laws of this country."
