There is enough graft, always has been and probably always will be. When Betj. Franklin was (he first Post master General, he had to reprovt some ol the officials ami postmasters under hiiu for reckless extravagance if not actual dishonesty in handling the $d2,000 that it took to run the department the first year. But with all this there are a lot of honest men now working for the government who do big tilings for the country at large and get im profit and hut little reputation out of it. The Reclamation Service is a case in point. That Service which is well known to everyone of the west, now has work under way foi the reclamation by irrigation ol 2,000,000 acres of land. It will ultimately reclaim 20,000,000 with the water supply now in sgiht. '1 he land under alt these irrigation projects jumps from nothing an acre to4 fifty or f I (JO an acre as soon as the project is “declared.” Hut the engineers, aud* there are hundreds of them engaged in the work, art prohibited by law from making any thing out of this appreciation in values. And there has not yet been a breath of scandal about the service The Department of Agriculture has had its scandals, but there arc plenty of honest scientists there who each year add millions to the value of the farm products of the country and get no personal profit out of it. The Bureau of Plant Industry has recently completed some work on providing a long staple cotton, almost as valuable as Sea Island, that can be grown on the uplands; and in a few years this will almost double the value of the American cotton crop. i et the nieri who uni the work made nothing out of it and will not. Now the Bureau of Public Roads, which officially has nothing to do , w,th crops, discovered incidentally the value of a fertilizer for tobacco made from finely ground granite. It was a case In which If the man had resigned from the service and kept h»s process a secret, be could have cleaned up millions. But he did it >t, and you may call it stupidity or altruism whichever you choose. There are plenty of other cases that point to more than mere honesty on the part of goverment w'orker^. Of course they ought to be honest, though they are not paid extrava gant salaries for being so.
