Section 2. Any railroad com pany which shall charge, demand or receive any greater compensation lor the transportation of any pasH enger than is authorized by this act, shall he fined lor each offense not less than fifty dollar- nor more than five hundred dollars. Provided, that nothing contained in thts act shall apply to electric lines and street railways owned or operated in this state. I he following bill has passed both houses of the legislature and after ninety days will be law ; “ I bat it shall be unlawful for any person to drink whiskey, beer, ale or any other intoxicating bev erages while aboard any engine or train of ears it, this state propelled by steam or electricity, except it be a coach or car licenced to sell same. Any one offending against tin provisions of this act shall be guilty of a misdemeanor and upon conviction shall be fined not less than five dollars nor more than twenty.five dollar* for each offense, and may be apprehended and brought before any justice in the county in which said offense is com mitted.” Little Things in Government Ottiee.s. The Hours-o!-Service bill. Kail road men, who form such a large factor in American life, are just waking up to the fact.that they have been, or will he, side tracked very neatly and elite ivey if the bours-of-scrvice lull reported to the House this week is allowed to pass. Tne measure passed the Senate al most six weeks ago, and since then the House committee has been busy “perfecting” it. They have per ft ct e 1 it with a vengeance. The bill as it now stands may be a little fteller than no legislation at all, but the railroad men are doubtful. The fact is that there has been almost as warm a tight over the bill in com mittee as there was over the rail way rate bill. The railroads them selves have had a powerful lobby in Washington against it, almost the same lobby in fact that fought the rate bill. The railroad workmen did about the best they could under the circmn stances, but compared to their employers they are sad amateurs. The things that have been done to the bill are manifold, but one of the most vacious has been changing the period by which the hours ol labor are measured from 24 to 30, which change allows men to be worked about 23 hours at a stretch if there be a short interval of rest. I his is just about what the rail road- arc doing now with their men, I and the bill as it has been amended in the committee would allow them to keep up their regular practice w ith the appearance of having made concession*. I 'I* L. * • I hi* is a matter in which the public in even more vitally interest ed than are the railroad men, for there are in ,re of the travelling public than there are of the tram crews, and they are equally jeopar dized when the train crew* are over worked. A recent instance can be taken in the investigation by the Interstate Commerce Commission following the d.sastrous wreck on the Baltimore A Ohio at Terra Cotta, l> ( . I he attorney for the Commission eollected a lot ol the time slip* from the railroad show ‘iij the hours that the \arious train crews had been on duty.
