This is uot fair. It is not justice. Nor is it democratic. Rhode Island has the same number of senators as Texas. Nevada aud New York each have two. Our system should be so revised as to give each couut\ one senator. The matter of pop ulation should coutiuue to be th* basis in which members of the house of delegates shall bo appor tioned among the counties; bu' •'tate senators should [represent the counties just as United States senators represent the states. Each couuty should have one and one only—aud ou< - eleventh of the voters of th> state should not be permitted to name more than five-elevenths of our state senators. That portion of Sectiou 4 ol Article I? of the state constitution which saye: “Every citizen shall bo entitled to equal repre sentation in the government,' ahold bo made to meau what it says. The time for this change in the method of choosing our state senators aud for the new appoint ment is at the uext session of our legislature, as it must follow th taking of the next federal census, and at that time each county, however large or small, however populous or the reverse should he made a senatorial district within itself, with the right to name one state senator. Provisions could be mnde for choosing half or ae nearly as may be half each two years. Men having fair representation of onr people and rur counties ami the well being of our stale in mind should give this serious thought.
