It in timely and sensible. The people of West Virginia are j neither intelligently or sati-faetor dy represented in the state senate, and they ought to rise up him! de mand a change in the present sys tem, so that they can have sena tors of their own choosing instead of being represented by men foisted upon them by corrupt corporations. The editorial we refer to is as fol lows: ‘‘Two senatorial districts of West Virginia consist of five coun ties each. I nder our system the ten counties have only four sena tors to look after their interests in the upper branch of the State Legis lature. Six of these ten counties can have no representation from among their owu citizens iu our State Senate. Six other districts consist of four counties each. Twelve of these twenty-four counties are always without a senatorial representative from within their own borders. These eight districts coutain thirty four counties, and only sixteen of them have the privilege of sending their own citizens to any upper house of any one legislature. The other eighteen are disfranchised in the state senate. J u»* remaining seven districts consist of three counties each, ami seven ot these twenty-one counties "!Vva>s in the disfranchised "roup, in tome of these three cornered districts the rotation plan makes it impossible for the same senators to serve two consecutive i terms, so that the cou ities ot these | districts are hardly ever represent ed by an cxpei ietioed statesman. In others of these seven three-cor nered districts some one county so dominates the situation that it prac tically hogs the entire representa tion, claiming one senator from among its own citizens eveiy legis lature and carrying a kind of poli tical mortgage on Hie other, by reason of its preponderance of vot ing strength in the general election. No wonder that a senate thus constituted it unresponsive to Un popular w ill, .that it is disposed to take orders from the lobby and from the managers of the political machines rather than from the peo- i pie. The only way to get a satis ta«-tor\ senate is to elect one sena tor from each county. Under such \ system both brand es of the legis lature will represent all the peop.e of the state.
