Thk national obligations of France now amount to $7,000,000,000, and still the government goes on spending between $170,000,000 and $1*1,000,000 annually tor the amy and navy, increasing the amount each year. There in no danger of the Kreut h treasury groaning under a sur plus. Says Brmhtrtrt's ou the laUti situation: "As characterizing Um* industrial situation in its broadest aspect, reference to Unul airrrt'a very cOJnplete records ot strikes and lockouts iu Ins»; and ls*»7 shows that while the total uuother of manufacturing employees striking ami locked out in May, l**Ni, Ls three times the total lor May, W, the total idle at this time Iroiu causes named ls al«o\e y."),lHN>, as compared with aliout 5»»,00D one year :vgo. The larger strikes oue year ago were shorter lived." Thk letter ol Mr. YIRUIL A. l.KWis in this Issue, oil West Virginians who have occupied seats in the Virginia conventions, is a valuable contribution to tin- historical literature of this State. It *s interesting to know that tin- section that now forms West Virginia hail two representatives in the Virginia convention of 1775, aud one iu the colonial Congress, ami that this section sent twelve men to the Virginia convention of 17*H, that ratified the Con stitution ot the I'uited States. The names ol" the prominent men who have partici pated iu the various conventions down through the days of our se|uratiou from the mother State, will reeall many remem brances of pioneer life and of historical events iu which these stroug, sturdy men were actors. *E< ItmitV WNITXKY ON' I'OM TI(S. Secretary Whitney in a recent coiisul tation with some of tlie leaders of New York's powerful political organizations, gives some i;ood [»oints on the political situation. He says, among other things It is very ap|urcut that our |>oliticul ad versaries are hoping to make capita! out ol the assertions that the Democratic party is uot harmouious and that its leaders are not satistied with the course of the adiuiuistra tiou. 1 have had an opportunity of late to form an opiniou on that subject from di rect sources of information. I know that the active meu who keep the l»arty well in hand and can marshal its full strength next year on the rcuominatiou of l'resideut Cleveland are all right and will I** fouud in line at the proper time, 'l iiere may l>e some little disappointment* here aud there ou matters of {«atrouage, but they will uot be serious, l>emocrats w ho do uot get all they vaut have nothing to look for from the Kenublicans in otlice, therefore they have more to expect in the future from a perpetuation of the ascend aucy of the Democratic party than iu try ing to cripple it ou accouut of )tersonal gilevances. Mr. Tilden used to say to me that the otlices were a curse liecau.se they could uot he distributed so as to please everybody, aud while they were heiug tilled with the men ot the )iarty who seemed liest tilted lor them; those who were uuavoidahly left out were raising complaints. There are three thiugs that Mr. WHIT NEY seems pretty certaiu of—that Mr. Cl.KVicl.AM» will Ike renominated, that even the disappointed office seekers will vote for him, ami that the distribution ot offices among uiemlters of the party is a sweet that is full of bitterness for the per sons who have the task of distributing the plums. The sigus of the times tell us that Mr. Whitnkv knows pretty well what he is talkiug of. The experience of the West Virginia Democracy liears wit ness to the trials of the man who lias the pluuis to distribute. TIIK KI«HT HKTWKKN LDUNCII. AN1) TU K BOAltD OK l'UBIJt' WORKS. The dispute as to the jurisdiction of Council and the Board ot Public Works, in regard to street paving, while it Ls an. uoyiug, h till has entertainment iu it. The old maxim, that circumstances »Iter rases, has been acted out to perfection by some Republicans. It will be rtfolltTltil that when the Democrats had a majority ot' the Board some Ucpublican memliers of Coun cil were oppose«! teeth und toe nails aKaiunt the claim that the power of laying out streets and improve ineuts be loured to the li^trd. Who do*» not recollect how last and furious flew the words ot' .some Kepublicati mem bers in the meeting of Couucil ou May 11 of last year'.' lu speakiug on the <| nest ion as to whether the re|tort ol the Kinance Committee should he adopted and of the B. P. W.'a objections to the report, our prefleuti'Uy Solicitor, :vs Councilman from the Third ward, compared the action of the Board to the s|>ectacle ol a cicaturo getting up txi its hind legs und settiug itself up as a go«l for its creator. But we uow bave a lCepuMicau majority iu tlie B. P. W. and l'or some rea*ou tlie senti meut» of the above named Councilman from the Third ward have gone through manœuvres that have all the syuiptoui.sot a somersault. This geutleiuau was consistent when a short time ago he voted ugaiust the ordi nance which made it uecejwary for a member of Council who is eleeted to a mu nicipal office to resign his seat iu that body. It was much easier to lie cousiateut this way than to give up his |iositioii as Solicitor. But it seems easier at present to turn a somersault. Is it because of the gieat discerntueut and wisdom ot the former Board of Public Woi ks that our eloquent and able legal liieud from the Third ward has changed his tactics? If so this is quite a compliment to the B. P. \V. of oue year ago, which by the way was Democratic. But we would like to see street |>aving begun at once, aiul uot so much time spent in talking about it. Council and the hoard of Public Works should agree to disagree »f no other way can lie done. This cau he doue by following out the law. Said handsome Tom to smiling N'ell, "Where did yon tiud that mystic spell That hovers 'round yonr every smile, And would my throbbing heart beguile?" tjuoth laughing Nell, "Yon silly hoy, la SOZODONT,—the cream of joy." WEST VIRGINIA POLITICS. Not«* Gathered Froui Her« and There on the Politic«! Current. Judge Faulkner is eligible to the United Suites Senate uuder the Federal Constitu tion—the supreme law of the laud and his right to a seat will he decided by that, the body to which he has beeu elected being the judge of the ^ualilicalior.s «I* its owu lueiuliers. It does not itecome Mr. Lucas to urge such an objection, lor did he not, along with eleven members of the Legis lature, sign a paper as follows: "We the uudersigucd Democratic mem bers ol the Legislature in the iutciest, as wt believe, of the Democratic party and with the purpose of bringing about har mony in our ranks herewith snbmit for your consideration the following names of prominent gentlemen of the State a» proper candidates lor United States Senator, via: Jas. The people ol Davis and Fairfax district voted in favor of an eight mouths school at the recent election. How is this for a dis trict scarcely four years old? An im]M)rtaiit » hange was made by the late legislature in the striking of jurors in felony rases. Under the law as amended prosecuting attorneys have a right to strike two from the panel ami the defendant six. The Legislature also repealed the law giv ing perwns under indictmeut t'or felony the right of coutinuance at the îirst term, and leaves the matter of continuance dis cretionary with the Court upon the usual altidavits, etc.—Kihhu Uiiutte. It is .»Il well enough to talk "harmony," Imt a little discretion and tin' exerri.se «I' gistd judgment and sound sense will tlo more to settle our littic differences and get the part y in liue fur the next can vast) than a thousand torchlight processions and hrass IuihI parades. I>eep down in tin- hearts of many tried and true IV'iuoerats is a feeling of disappointment and resentment at the action of a few men iu the Democratic party, hnt they arc williug, for the success oi the principles ot that party, to smother this resentment and try to forget that through the violation of the immemorial usages of Democracy, the will of the majority was defeated and its choice stricken down. In view ot this leeling ou the part of Mr. Camden's friends, is it an indication of wisdom and an earn est desire on the (»art of Jefferson county i>etubcruts to bury the past and hiok to the future for the harmony and success of an uni ted party, to give ail exhibition in the shape of the glare of fireworks and the music of brass bands in serenade to tIi« ir diitin Hiiishcd leader liecause he contributed his best efforts to defeat the popular desire of his party associates? Such a course may afford them gratification, but it is pouring vitriol into a sore which they, more than any other jieople iu this Slate, should wish to have healed.—Urn/ton Stumbtril /.'/«/»•#• prist. The work of nominating candidates for the State offices is »oing on briskly. Hon. Albert A. I a* wis is now mentioned for State Treasurer. If an upright career and true blue Democracy count, then Mr. Lewis will rank AI. After all the talk about Senator Wood yard, of Koaue, it appears that his neigh bors don't think so badly of him. He was tendered a serenade at home and a great crowd attended, and speech making and general congratulations were indulged in all around. This is one of the results of the JtMi iHtl kicking him out of the ICcpul» licau parly. Mr. John A" Hutchinson says lie did not receive a letter from Mr. Kvarts,as detailed iu last week's Srntiurl. And we believe he did not receive a letter from Mr. Kvarts, but he received a circular, and the political purposes stated last week are true, and the etlort will l>e made to efleet the coalition In every ciose State where there is a ■mall Democratic majority, the Republicans pro pose to coalesce, if they can, with all op position elements, in order to secure a political victory. It is :t»Mimed that they have a permanent combination with the grecubackers, and if they «in further add to their strength by a combine that will include the prohibitionists, they assert, with a »nod deal of reason tor it, that they will then have strength enough to carry the State. The purjiosc appears to lie to give the prohibitiouists and greenhackers all the State and couuty offices), the Con gressmen. and if successful, the Senator to come from the Republicans. This division of spoils is the tempting dish they will offer to their aspiring coalitionists.—•/'<«»A > i'thtt 11/ Si ni im I. When (Joveruor Wilson veti»ed the bill releasing tobacco dealers from paying an autiual license to sell from May 1st to May •».r»th. the time the State license expired according to an act of the regular session ot the Legislature, he did so simply lie cause it was his duty according to the State constitution, which provides that no business except that set forth in his procla mation could lie executed at a called ses sion. The legislature, which is a repre sentative ImmIv of the people, parsed a reso lution requesting that no dealer l>e prose cuted for making sale without license. As the matter now stands, graud juries will make no indictments against toltarcodeal ers, if the conform with the expressed wishes of the executive, the legislature and of the jssiple. Th«' visitors Ih^ii to arrive on Sunday evening, on horse- liack, buggies, wagons, anil all sorts of conveyances, blou«lay's early trains brought immense crowds from all parts along the It. & U. and &(f. railroads, so tliat I>y noon the town was so thronged with strangers that one could scarcely make their way along the streets. The hotels and restaurants did a big bnsiueKS, hut the saloons were closed, not only the frout doors», hut the hack doors also. Mayor Haymond deserves praise for thus enforcing the liquor law on such an occasion, and the strangers within our •rates returned to their homes with a I tetter impression of our town than formerly.
