The following statement by Mayor Westwood has been oresented to the editor of the Martin’s Ferry Times. It is self-exp.anatory: As you have given publicity to num erous statements made by the Buckeye Glass Company, Manager Humphrey, ‘•Citizens” and otheos, regarding tne recent troubles in connection with the strike at the Buckeye Glass Works, al ways accompanied by severe comments, and as I Lave no desire, and will not, enter into anv newspaper controversy, yet I deem it u»y duty to make & state ment regarding a few oi the numerous charges that have been made against myself and the police officers that have no foundation whatever, aud ask you to give the same publicity to my state ment. It has been charged that the officers aud myself are in sympathy with the strikers. Iu answeriug that, will sav, that were I holding the highest office within the gift of the pe.iple, 1 would put myself on record as being in favor of every workingman receiving the highest wages it is possible to pay; but 1 never have, and never will, uphold any person who violates the law: neither have I ever, In one single instance, refused to issue any warrant, or instructed the marshal not to serve auy that were is sued. or refused to try any person so arrested. When the management of the Buck eye glass worts were making arrange ments to start their works, they iele“ phoned uia to come to their works, as they desired to sea me. I told them that I had an office and could see no reason why they should not come to it to transact their business the same as other people. Manager Humphrey and Thoiuas Bugh, of the Buckeye Company, came to my ottiee and suggested the advisability of bring ing the non-union men into the works after ulght, and I told them that that would be a very unwise move on their part, and if they were determined to bring uon uniOQ men here to do so in the dav lime, and to advise rao of their coming so that the officers might be on haud to prevent any disturbance, which they agreed to do. When Manager Humpbrer wanted those men arrested for rioting why did he Ignore the Mar tin’s Ferry officers aud go to Si. Clairs ville? He keeps quiet while we are being censured by a few for not pushing a case that he voluntarily took to St. Clairsville. One of the men assaulted on Hanover street on the night of December 24th, claims he knows who assaulted h'tn, yet he refuses to file any charges against them and we are ceusured for not prosecuting the case. In vour^ re port of the “citizens” meeting or Feb ruary 14th, one of tbe /resolutions read* , , . .. “Whereas, It is the opinion of the public that no proper effort has been made on the part of the authorities to apprehend any of the author ties to ap prehend any of the parties guilty Oi these offenses.” In reply to that resolution will say that warrants were sworn out for Wiu. Keller aud James Fang for disorderly conduct; thev were fined 57.00 each, which fine was paid, as the docket w II shuw “Citizens” also forgot to include in that resolution that at least one of them witnessed the disturbance in front of the St. Clair hotel aud refused to give ihe name* of the participants. Auother resolution reads: ‘ Whereas. The Buckeye glass fact ory tn:s morning was damaged by dyn amite and the police force Is thought by many to be Inefficient or Insufficient. To this resolution I most emphatically take exception to the w >rd “inefficient.” Another resolution reads: “Whkkkas, Persons have shot at tbe ' manager of said works and bo effort has been mad# to ascertaiu or arrest the guilty parties.” In regard to this revolution, will say lhat Manager Jlumphroy never made any complaiut to me about being shot ai, but did say to the officers that he knew who did it and refused to give them their names, preferring to go to St. Clairsville for law. I expect to impartially hoar every case that is brought before me by the Mar shal or any of tbe officers, and I have enough confidence in them to believe that tbey will arrest any person found violating any of the laws of tbe State, or any of the ordinances of tbe city. While you have always given the offi cers all possible prominence, you have failed to advise the people of Marlin’s l'errv who its “citizens” are.
