Most of the Pittsburgh and Cincinnati packets have laid up, and the rest of them might as well do so. The large boats of the Union Line have also drawn their huge lengths ashore, and the low water crafts have commenced plying vigorous 1)' to reap a rich harvest, in which they will not be disappoiu:ed. The cars arrived on Saturday from Baltimore in good tunc, and found the Granite Sate, an excellent light draft boat, in waiting for Ihe passengers. Yesterday the cars arrived in like good time, and the passengers were transferred without delay to the steamer Salem which will quickly and safely convey thein to Cincinnati, where the draft of the weter will most probably ad mit of a junction v. ith the larger steamers. The low water Union Line cannot fail to meet all the expeciious of travelers at this season. Insurance Company of the Valley ok Virginia . ?A letter of inquiry having been addressed by one of our citizens to Winchester, where the Home Ofice of the Insurance Company of the Valley of Virginia is located, as to the character an.l respon sibility of that institution, the following response was elicited from several of the most prominent and highly respectable citizens of Winchester: Winchester, May 27, 1853. }V e, the undersigned, being solicited to give our opinion as to the character and standing of the Insurance Company of the Valley of Virginia, have no hesitation in saying thai we hav-e the ut most confidence in the ability and integrity of the President and Directors of that Company. 1 he fact that we have insured our own property m the company, is perhaps the strongest evidence we can give as to our opinioifof its merits. Journal of Commerce writes as follows under tlie dateof the 1st instant: General Garland, who has been here, en route for New Mexico, has left for )i;s impoitaut com mand. He arrived lure in much less time than was expected, alter he had been summoned to this place. He has received his instructions, and, 1 conjecture that the> embrace both diplomatic and military powers. He is undoubtedly lo pro ceed forthwith to New Mexico, and to march into lhe Mesilla valley with a force that will enable him to encounter Gov. Trias, who is there before iiiiu, ard who is prep.ired to expel him or any oth er American intruder. It may he tl.at Gov. Trias will retire belore Gen. Garland, and that Santa Anna will suffer the United States to take and keep possession of that disputed territory. Hut such is not. the apparent intention of the Mexi can. Our Executive Government have decided thct the disputed U rritoty belongs tc, us under the trea ty, and would be ours, supposing the boundary line tube run from "a point immediately North of El Passo," Westward, It is of no use now, to go into lhe merits of this controversy. I say again, that our Executive has decided the question, and His to the resultof that decision thai we are to look. It is to be hoped that this dispute will be allowed lo be settled in the manner contemplated in the Treaty ot Gauda loupe, by running the line over again, or, incase of a final disagreement, to refer the dispute to tho arbitration of some third party. But arms are now introduced by both parties in the dispute, and both parlies indicate a resolute intention to settle the question by arms. Governor Trias may give way, but he has not occupied the Mesilla for ihepurpose of yielding it. He has not gone there with n force of a thousand men for the mere purpose of giving up the territo ry to Geneial Garland. With a smaller escort lie could do that. We have seen the first .Mexican war, and know its origin, and its immtdiale provocation. The cir cumstances of the present case are similar lo those of the former. The advance on Corpus Christi and upon Matamoras kindled the first war, and the second may be occasioned by the movement upon the Mesilla Valley. Contributions to the Monument. Washington National. Western Virginia Lunatic Asvlum.?Dr. F. T. Stribung, the able and rccomplishedSupt-rm lendent of this Asylum has handed in his resigna tion to the Board of Directors. This intelligence will be received with sincere r-'gret by every friend of humanity in Virginia. It is, we think, about fifteen years since Dr. Stribling entered his post, and under his auspices, and mainly owing to his talents and influence, the Western Lunatic Asy lum has acquired a degree of usefulness, and a reputation which is unsurpassed by that of any similar institution in the United Slates. Seldom bus any officer exhibited so rare a combination of jualifications for such a post. Chacon, Consul from Spain, at Philadelphia, payable in 1856, atMadlid or atsaidConsulate are in circulation in New York aod else a here, for which the Government of Spain is not responsible; said bonds having been issued without authority, and active measures have been taken by the Spanish legation iu this country for an investigation of the alleged fraud. The func tions of the Spanish Consul at Philadelphia have been suspended. The Washington Union contains an able and carefully considered article upon the New Mexi can all'airs. It takes the ground that the conduct of Gov. Trias in seizing with an armed force the Messilla Valley,is an outrage combined with lolly. That consideiim the weak condition of Mexico, it would hardly be magnanimous in the United States to make a hostile demonstration; but if the act is not discountenanced by the Mexican author ities, then the United States cannot hesitate how to act.
