THE IWTELtil&ENCEB. ' THURSDAY MORNING, DECEMBER 29, 1853. With the general tenor of the remarks cf our correspondent, in another coluirn, we are pleased. What he says of the gcnerul and reckless current of State legislation, in matters of appropriation, is a "home truth" which strikes diiectly it the "pocket nerre" of the tax-payers, not only of Vir ginia but of most other Slates. But, while we willingly acknowledge the potency of suoh names as Say and Macaulay, we oannot admit the appli cability of their remarks to all States and localities. They formed their op:nions from observation upon thickly populated countries and wl.ete the land owners were the wealthy sons of manorial proprie tors of centuries. Their wealth then, and the cer tainty of profit, would constitute a sufficient in ducement for them to embark in such enterprises, and all must admit that private enterprises are managed mnch more prudently tl an public on<-s. But Ibis rule cannot and does not hold in new and sparsely populated communities, such as.ours. Private enterprise and wealth along piojecttd im provements are Inadequate to the accompli- bment of the great works absolutely necessary for the growth, accommodation, aud development of com munities such as ours, and hence the alternative as presented, of calling upon the State for it$ aid, (however objectionable it might otherwise be,) or else of retarding for ages, perhaps for centuries, the growth of our countiy. Let any one but look at the National Road and its l>e eficent consequen ces, in times past at least, upon the region through which it passes,and cur argument is more than sus tained. Hence we advocate the State's aiding in the construction of all leading and necessary works of internal improvement, when it is satisfied thai private enterprae and wealth will be inadequate to their accomplishment. As to tbe suggestions of Gov. Johnson as to our foreign trade, we have so Icng bad occasion to sigh over the fetlina lenti policy of Virginia that bis recommendations fell upon our ear at .the "voice of promise" aud though we would be dircctly but little benefitted by the trade to which be alludes, yet as Virginians, feel ing a permanent i ntereat in the general prosperity and common advancement of our State, we would gladly contribute our mite towards the good work alluded to in the Governor's Message, and hope that some permanent and prudent steps may be ta ken by our present legislature towards placing her advancement and full development ou a sure and substantial basis. The River.?Last night there were five feet four inches of water in tbe channel ond rising slowly. Weather during the day clear and mild, but at night snow commenced falling. The rivet is nearly free of floatiug ice. * Tbe Viroqua arrived yesterday from Steuben ville, and reported the river closed about a uiile above that place, aud several boa:s lodged in the ice. The Audubon left here last night for Cincinnati. From this point to Cincinnati the river, from all accounts, is in a fair uavignble condition, but the large boats are p.evented from going out by the tears of sudden cold v eather. City Couxioil. LAST NIGHT'S PROCEEDINGS. Present, his Honor, Mayor Urady, and Messrs. Berger, Black. Forbes, Gill, Goodrich, Hallowell, Hull, Hardmau, Holliday, Lamt, Sweeney, Tan ner, Tharp.-Wilsou, Wickham. On motion, the arrangements of the Committee on Finance providing for the payment of 816,000 on the city bonds were approved. The special bmiaess of the meeting was ni. nounced to be tbe consideration of the proposed amendments to tbe City Charter. It was moved and carried that each section be read and acted on separately.
