The suit was dis missed because the plaintiff's attorney failed to file a bill of particulars as requested by the defendant. Attor ney Hrann said thai in dismissing the suit it was an extraordinary de cision and there appears to be no precedent in this country. It Is said that the decision is founded upon an old English chancery rule. The cuu come of the appeal will ho watched with deep professional interest all over the country. Asserting that the welfare of the baby is the foremost civic problem, around which all reforms are concen trated, Miss Harriett L. Leete of the Baby's Dispensary of Cleveland, out lined a program for the "Baby Wel fare Week," to be conducted under the auspices of the Woman's club in Wheeling some time in May. "The welfare of the baby is one of the biggest problems of every cora imunity," Miss Leete said. "Around it all other reforms are centered. When a city starts a campaign for public: sanitation, a better water sys tem or any like reforms, it improves conditions "incident to the child's life indirectly." Miss Leete told of the accomplish ments of the Baby's Dispensary in Cleveland. It was organized ten years ago, and each ensuing year has added [new accomplishments. It has never ; taken a backward step, and today is I one of the greatest institutions in the country for the betterment of the con ditions of the child. "In Ohio there Is a law that pro vides for an expenditure averaging one-half a cent of the dollar for pre ventative methods, thirty-three and one-half cents go to the cure. This should be reversed." Miss Leete said, ("and conditions would be better in every way. ! "The welfare of our oabies is the (foundation of all civic reforms," the I speaker said, "and every organization jwith objects for civic improvements (should get together and make it a i success." j Nothing was done loward making plans for the observance of Baby jWeek in Wheeling, the members of ithe Woman's club desiring to hear of the suggestions of Miss Leete before appointing any committees. It is prob able that a meeting of the board will be held Monday or some time during the coming week, when plans will be inaugurated. Huche Davis, the Paden City negro, arrested on a charge of white slavery, will be given a preliminary hearing this afternoon at 2 o'clock before United States Commissioner George E. Boyd.
