Yesterday afternoon, counsel for the West Virginia Traction & Electric company tiled in circuit court an ai> plication for an injunction to restrain the county commissioners or their agents from interferinc with its tracks or roadbed at Fulton and to ?njoin the commissioners from puf ing concrete bed under its tracks at hat place. A prominent official who is familiar with police work in its various phases ? said yesterday that he believes there are at present more crooks of the I pick-pocket and sneak-thief type in I Wheeling and immediate vicinity than j ever before. To an Intelligencer re porter, he said that durinc the past few days and especially on Saturday evening, he observed many suspicious characters' in Bridgeport and on the' Island. "This is a condition that usually exists when there is to he n change in administration of the police depart ment." he said. "Sneak thieves, pocket pickers and other crooks of that variety seem to flock to a town when they hear that there is likely i to be a change in the policc depari I ment. They came under the impres sion that a new force, if appointed, will not be familiar with their fares ? or performances. It is frequently the case, loo. that an out-going force is somewhat lax toward the close ot its tenure.
