The schooner Perkins with lum ber, arrived at Point Isabel this morning. The schooner Perkins was at the Point Isabel wharf -tq"davy,"dis1ghiirg-ing her cargo of; lumber. The schooner Beacham will not sail from New Orleans for Point Isabel until next Tuesday. The Houston and Galveston pa pers due here last night failed to make connections somewhere on the road. The schooners Olga and Mary Ann sailed from Pint Isabel this morning, the former for Gaheston .and the latter for Corpus Christi. The appointment of E. R. Jefferds xis mounted inspector of customs at Hidalgo has been made. Mr. Jef ferds has qualified, and left today to assume the duties of the position. The Alice mail will be received in the evening once more. See no tice of the change elsewhere in this issue, and look out for Postmaster Sharpe's red light this evening. Jefferds left today for his home at Progress, Hidalgo county, after spending about a week in town attending to business mat ters. Earl Scott, Esq., of San Antonio is in the city, having arrived last evening from Hidalgo, coming overland. Mr. Scott is interested in -some legal work in this section with Duval AVst, Esq., who is likewise visiting Brownsville at present. a a District Court Notes. Indictments for the Murder of Ban ger Roebuck Baker's Case Postponed. In the district court this morn ing, the grand jury reported the finding of eighteen indictments against the parties named below, including one for murder and two for assault with intent to murder .against each party. These indict ments are for the murder of Banger Boebuck and attempt to murder A. Y. Baker and Jesse Miller, which occurred near here on the night of Sept. 9th., the investigations of the grand jury having resulted in the finding of the said bills. Six par ties are indicted, their names being as follows: Nicolas Hernandez, Alfredo Car da, Encarnacion Garza, Jesus, Villa real, Timoteo Villareal, and Ata nacio Saucedo. All of these are' at present under arrest and eonfined in the county jail. At yesterday's session of court, the case of, A. Yl Baker, charged with the murder of Bauion Cerda, was postponed by the consent of both sides. The grand jury made its final report this morning and was dis charged by the court. Their report is published elsewhere in this even ing's 'Herald. Will Beach Here for .Evening Dis tribution Again. Postmaster J. B. Sharpe infornUrj The Herald that he has received notification from the postmaster at Alice that the old schedule of de parture of mails from- Alice for Brownsville has been resumed, and that, beginning this evening, the mail from Alice will be due to ar rive in Brownsville at six o'clock. 'Mr. Sharpe has received no other notification of the change in sched ule, nor has Mr. Browne, proprietor of the stage line, been notified of it. However, it is presumed that the Alice postofrice received the neces sary authority to change the sched ule from the postal authorities. Some recent changes in the running of trains to Alice, which were noted in The Heraxd lately as being like ly to affect the arrival of the mail in Brownsville, are doubtless the cause of the change. Mr. Sharpe will therefore be pre pared to receive and distribute the mail in the evening as formerly, and will have the red light put up as of old, to notify the public of the arrival of the stage. Grand Jury Report. To the Hon. Stanley Welch, -Judge of the 28th. Judicial District. Sir: We, your grand jury, or ganised for the September term, 1902, of your court, beg leave to submit this, our final report: We have been in session four teen working days and nave ex amined (58 cases. We have found 29 felonies and two misdemeanors; we have ignored 27 cases and re ferred five cases to the next grand jury and have examined into five cases of inquest. We have examined the county jail and foundame in a cleanly and healthful condition. We wouid suggest that the county make re pairs to the sinks used by the pris oners. We have examined a large num ber of cases from the justices of the peace courts and have ignjpred most of them for want of sufficient evi dence upon which to predicate a true bill of indictment. We have consumed much time and labor in he investigation of these cases, all of which would have been avoided had the justices and other officers of the lower courts exercised more care in the examination of such cases. We find depredations on cattle and other live stock are greatly en couraged and fostered by the lax administration of the laws regard ing the inspection of hides and an imals, whereby the original offend er, or thief, is enabled to escape detection.If the officers charged with the enforcement of said laws re quired a proper adherence thereto by the sellers as well as the pur chasers of hides and live stock, and upon the failure of said sellers or buyers to observe said laws, the said officers would institute at once a vigorous prosecution against the who made the report) and after a , thorough and searching investiga-1 tion and a careful consideration of 4 ail the facts obtainable we find: Cj :iFirst: That the acting Vice Con sul of Spain stationed in this city, without foundation in fact, telef' graphed to the Spanish Minister afij Washington that the life - of said Spanish subject was threatened by' members of the said State -Banger force; - - - Second: That at no time, nor in any place, have the members of tin said Ranger force, or any one of them, directly or .indirectly, in any way or manner threatened, of sought j to threaten the life or "personal safe ty of said Spanish subject, or. that of any other person. Third: We most earnestly con demn and deprecate the action of said Vice Consul and that of his informer or informers, as not only unfair to a body of faithful public servants, but as a dangerous and mischievous menace to the public peace. We also desire' to state before closing that the people of this section have had an acquaintance of many years with Captain J. A. Brooks, commanding said company of State Rangers, and that they have always found in him, as his long 'record of public service has -proven him to be. a- brave officer and honorable gentleman. We also request that your Honor cause to issue from this court three certified copies of this report, to be mailed respectively to the Governor of Texas, the Secretary of State of the United States and the Spanish Minister at Washington.
