The further decline in the price of silver ha? forced the Government to raise the rate ot exchange to $2.50 Mexican for $1 gold. The cheapening of silver has resulted in the increasing of the lo.-s of the Government and all otin r holders of silver. The instahlity of the present currency is seriously damaging bus-Ine.-s und the members of the Civil Commission and representatives of commercial interests in the islands will unite in making a strong plea t Congress for the; establishment oi : non-fluctuating Philippine currency. Lhoiera mace its appearance yesterday among the men of a detachment of the Fifth Infantry, which is stationed here. Seven men h ivc already died and a number of others are seriously ill. The detachment of the Fifth Infantry in question has been placed on guard along the Maraquina river, whence Manila receives its water supply, as it was deemed necessary to protect the stream from possible pollution. The. cholera developed while the men were on this duty. It was believed that cholera had entirety disappeared from Manila, and its reapearance has created feelings of apprehension. EDUCATION. Puck. The fire.w hieh broke out at the Chateau d'Eu, the seat of the Ducd'Orleans, yesterday evening, practically de stroyed that building. Only one wing of the chapel and some of the art treasures were saved. Many objects of great value veredcstroyed,includ irig two-thirds of the library of 30 QOM volumes. Among the art works which were rescued was a statue of "Psyche." The statue was presented to the late Duke of Orleans on the occasion of his marriage, in 1ST"), by the City of Paris.
